Facility Project Manager (HVAC/Electronics) – Overview Under intermittent supervision, the Facility Project Manager (FPM) performs complex work with intermediate decision‑making discretion to support the functional, efficient, and safe operations of district facilities for students and staff. The FPM utilizes technical knowledge to investigate, research and provide solutions to issues affecting facility operations across mechanical, electrical, structural, architectural/interior design, site improvements, surveillance and access control areas. Place of Work The normal place of work is on the premises used by Charlotte‑Mecklenburg Schools; the district reserves the right to require work at other locations as reasonably required. Salary Salary: NC 17 / Full‑time, 12 months. Essential Functions Adhere to all state, federal, and local laws, policies, and procedures. Manage multiple projects which can exceed a million dollars in value. Ensure all work is compliant with district procedures and applicable state, local, and federal regulations. Serve as subject matter expert to an assigned building trade; responsible knowledge on applicable code, laws, ordinances, regulations and best practices (HVAC, plumbing, electrical, athletic facilities, playgrounds, paving/site work, cabinetry & casework, roofing, concrete, storm water management, conveying systems, finishes & specialties, doors, windows, glass, fire protection, thermal & moisture, access control and camera surveillance). Follow protocol for effective trade‑specific maintenance and safety procedures. Communicate and collaborate with internal staff to keep stakeholders abreast of project status and resolve issues; research, investigate, and respond to operational emergencies. Manage facility projects from inception to completion, including developing specifications, scope of work, bid & selection process, project management oversight, serving as point of contact for site inspections, conducting quality checks on contractor’s work, completing work completion forms, and performing project closeout. Review engineering/architectural design plans and specifications; provide insight regarding district standards. Read, understand, and interpret blueprints; prepare schematics, flow diagrams, charts, and other graphic display drawings. Manage service contracts for assigned area and maintain ongoing communication with contractors; perform periodic site checks. Assist with the preparation of the facilities sustainment plan. Manage all documentation including warranties, manuals, and information related to projects; compile reports as needed; handle permitting depending on scope. Perform related work as assigned or required. Knowledge, Skills, and Abilities Considerable knowledge of technical aspects of assigned field of specialty. Knowledge of applicable standards, ordinances, codes, and regulations required by state, local and county ordinances. Knowledge of safety practices and procedures. Knowledge of basic budgetary and administrative principles. Knowledge of building trades terminology. Knowledge of record‑keeping procedures. Ability to coordinate and manage multiple projects with competing priorities. Ability to read, understand, and interpret building plans and specifications. Ability to work effectively with contractors, engineers, commissioned architects, consultants, district staff and the public. Ability to operate standard office equipment including computers and related software applications. Excellent oral and written communication skills; ability to prepare formal correspondence, facilitate meetings and problem solving. Ability to problem‑solve utilizing sound judgment. Ability to establish and maintain positive relationships; work collaboratively within and across departments, external agencies, and the public. Ability to respond appropriately to situations while maintaining a professional and personable demeanor. Ability to use or learn specialized tools, equipment, or software. Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations. Ability to maintain confidentiality. Ability to develop related charts, graphs, reports, and records. Ability to take initiative and work independently. Ability to conceptualize, initiate, monitor, and evaluate programs. Ability to perform detailed work, planning, risk assessments, and associated risk mitigation actions. Ability to work effectively in a deadline‑driven, rapidly changing team environment. Education and Experience Bachelor’s degree in architecture, engineering, management, or related discipline; relevant work experience may substitute on a year‑for‑year basis. Three (3) years related work experience managing facility projects in a commercial environment. Equivalent combination of education and experience. Special Requirements Possess and maintain a valid driver’s license or ability to provide own transportation. Travel to school district buildings and professional meetings. Physical Requirements/Working Conditions Occasional exertion of up to ten pounds of force. Regularly exchange accurate and detailed information through oral and written communication. Constantly operate a computer and other office equipment. Remain in a stationary position for required meetings/work. Move to other work locations. Visual acuity required to prepare and analyze written or computer data, determine accuracy and thoroughness, and observe surroundings. Hearing required to perceive information at normal spoken word levels and to receive detailed information through verbal communications. Prepare and analyze written or computer data, operate standard office equipment, and use advanced technology. Occasionally expose to outdoor weather conditions. Generally work in a moderately noisy location (e.g., business office, light traffic). Interact with people beyond giving and receiving instructions. Adapt to performing under mild to high levels of stress.
