CITY OF SEDALIA, MISSOURI Recreation Supervisor - Sports & Athletic Facilities Job Summary The Recreation Supervisor – Sports and Athletic Facilities is responsible for the planning, coordination, implementation, and oversight of youth and adult sports leagues, tournaments, clinics, athletic programs, and athletic facility operations for Sedalia Parks & Recreation. This position oversees daily sports operations including scheduling, staffing, game‑day coordination, facility usage, participant relations, and operational troubleshooting while helping ensure safe, organized, and high‑quality recreation experiences for the community. This position serves as the primary department liaison for outside sports organizations utilizing Parks & Recreation athletic facilities and is responsible for scheduling of fields, practice/game day operational needs, invoicing, and verifying the Recreation Superintendent has all facility use agreements, insurance documentation, and organizational compliance records on file prior to field use. The Recreation Supervisor – Sports and Athletic Facilities also supervises seasonal staff, officials, and site supervisors while assisting with facility oversight, patron relations, and operational support for athletic complexes and recreation facilities. The successful candidate must possess strong organizational, communication, leadership, and customer service skills and be able to work independently in fast‑paced environments while maintaining professionalism and sound judgment. Evening, weekend, holiday, and extended seasonal hours are regularly required. Essential Duties And Responsibilities Plan, coordinate, implement, and oversee youth and adult sports leagues, tournaments, clinics, camps, and athletic programming for Sedalia Parks & Recreation. Develop, manage, and adjust athletic field, court, gymnasium, and assigned facility schedules within delegated authority and in coordination with the Recreation Superintendent and other responsible facility managers to maximize community use, operational efficiency, and program success. Coordinate and oversee daily game and event operations including schedules, officials, scorekeeping, weather communication, participant coordination, and operational troubleshooting. Develop annual goals and work plans for assigned sports programs and athletic facilities in coordination with the Recreation Superintendent. Provide regular updates regarding participation, finances, staffing, facility conditions, customer concerns, upcoming needs, and progress toward established expectations. Prepare annual operating and capital budget requests for assigned sports programs and athletic facilities, including revenue projections, expenditures, seasonal labor, officials, equipment, supplies, and facility needs, for review by the Recreation Superintendent. Monitor participation, registrations, revenue, expenditures, labor costs, officials’ costs, invoicing, accounts receivable, and cost recovery for assigned programs and facility use. Explain significant variances and recommend corrective action, pricing changes, or operational adjustments to the Recreation Superintendent. Evaluate sports programs and facility‑use operations based on participation, revenue, expenses, cost recovery, customer feedback, staffing requirements, safety, and community need. Recommend whether programs should be continued, expanded, modified, consolidated, contracted, or discontinued. Recruit, hire, train, schedule, supervise, and evaluate seasonal staff, officials, volunteers, site supervisors, and game‑day personnel. Administer assigned agreements for sports officials, scorekeepers, instructors, and other program‑service providers in accordance with City and Department requirements. Coordinate recruitment or selection, scheduling, service expectations, documentation, performance, invoicing, and payment information, and elevate contract or performance concerns to the Recreation Superintendent. Maintain a visible and active leadership presence during leagues, tournaments, clinics, and recreation programs by supporting staff, assisting with program delivery and instruction as needed, engaging with participants, and helping ensure successful day‑to‑day operations. Serve as the primary department liaison for outside sports organizations utilizing Sedalia Parks & Recreation facilities and athletic complexes. Coordinate facility‑use requests, field and facility scheduling, practice and game‑day operational needs, invoicing, and routine communication with outside sports organizations. Before authorizing facility use, verify with the Recreation Superintendent that required agreements, insurance certificates, organizational records, and other compliance documentation have been received and approved. Promptly communicate missing or expired documentation to the Recreation Superintendent and assist with follow‑up when requested. Attend meetings with leagues, user groups, schools, community organizations, and athletic partners to maintain positive working relationships and support successful facility and program operations. Monitor league and facility operations to ensure participant safety, rule enforcement, sportsmanship, and positive recreation experiences for patrons and participants. Respond to, document, and report accidents, incidents, injuries, and facility concerns in accordance with department policies and procedures. Evaluate field and weather conditions and make rainout, field‑closure, and schedule‑modification decisions within established Department policies and delegated authority. Communicate decisions promptly to the Recreation Superintendent, affected employees, officials, participants, user groups, maintenance personnel, and the public. Conduct routine inspections of athletic facilities, fields, courts, equipment, and program areas while coordinating operational and maintenance needs with department staff. Maintain, organize, and monitor inventory of athletic equipment, uniforms, supplies, field materials, and related program assets. Identify and communicate athletic‑facility access and monitoring needs to the Recreation Superintendent; coordinate with assigned park and facility attendants regarding event schedules, opening and closing requirements, field lighting, restroom access, and operational concerns. Review and submit seasonal staff schedules, timesheets, payroll documentation, registrations, participation records, invoices, financial reports, and related operational documentation in accordance with department procedures. Assist with marketing and promotional efforts by supporting program information distribution, community outreach, website updates, registration materials, social media communication, and public information related to leagues, tournaments, programs, and facilities. Develop and maintain assigned sports programs, leagues, registration options, rosters, schedules, divisions, fees, deadlines, communications, and related records in the Department’s recreation‑management system. Monitor registration activity and ensure program information remains accurate and current. Demonstrate leadership, professionalism, initiative, adaptability, sound judgment, and strong customer service while supporting the mission and goals of Sedalia Parks & Recreation. Maintain CPR, AED, and First Aid certifications and work a flexible schedule including evenings, weekends, holidays, and extended hours during peak sports seasons and special events. Must hold and maintain a valid Missouri driver’s license. Minimum Qualifications Associate’s degree or Bachelor’s degree in Recreation, Sports Management, Education, Business, or related field preferred; or two (2) years of experience in recreation, athletics, sports programming, event operations, or related field; or any equivalent combination of education, training, and experience. Knowledge of recreation and athletic program operations including league scheduling, tournaments, facility coordination, customer service, and staff supervision. Strong organizational, communication, leadership, and customer service skills with the ability to effectively interact with participants, coaches, staff, volunteers, and the general public. Ability to actively lead and support leagues, tournaments, clinics, recreation programs, and special events in a hands‑on operational environment. Must possess or obtain CPR/AED and First Aid certification within 60 days of employment and maintain certifications throughout employment. Proficient in Microsoft Office and capable of learning department software systems related to scheduling, registration, communication, and operational management. Valid Missouri driver’s license required. Must successfully complete required background screenings and comply with City of Sedalia drug and alcohol testing policies. Ability to enforce department policies, league rules, safety procedures, and participant conduct expectations in a professional and consistent manner. Knowledge of basic financial recordkeeping, invoicing, payroll procedures, registrations, and operational reporting practices. Ability to respond appropriately to emergencies and perform CPR, AED, and First Aid procedures. Strong verbal and written communication skills with the ability to effectively communicate information, conduct trainings, and respond to questions from staff, participants, coaches, user groups, and the general public. Skill in organizing work, prioritizing assignments, managing multiple projects, meeting deadlines, and adapting to changing operational needs with limited supervision. Skill in operating computers, Microsoft Office programs, recreation management software, scheduling systems, security camera systems, and standard office equipment. Ability to establish and maintain effective working relationships with schools, community organizations, vendors, user groups, employees, and the public. Ability to work with a variety of age groups while effectively supervising and supporting staff, volunteers, participants, and recreation personnel. Knowledge of athletic equipment, field preparation standards, recreation facilities, and operational practices related to sports and athletic programming. Complexity The work consists of supervising and coordinating the daily operations of youth and adult sports leagues, tournaments, athletic programs, athletic facilities, and related recreation events for Sedalia Parks & Recreation. The position is responsible for managing multiple schedules, facilities, staff assignments, outside organization needs, operational issues, and changing field or weather conditions simultaneously in fast-paced environments. The work regularly involves interaction with participants, coaches, officials, parents, community organizations, and the general public, which contributes to the complexity of the position. Evening, weekend, holiday, and extended seasonal hours are frequently required during peak sports seasons, tournaments, and special events. Supervisory And Management Responsibility This position has direct supervision over specific part-time and seasonal personnel. Work is regularly performed outdoors in varying weather conditions including heat, humidity, cold, wind, rain, and other seasonal conditions. The employee may be exposed to noise, dust, mud, uneven terrain, athletic lighting, machinery, sports equipment, and large crowds during events and tournaments.
