Procurement and Supply Specialist 4 Join our team in Buckley, WA as a Procurement and Supply Specialist 4 and play a vital role in ensuring essential goods and materials are available to support critical programs and services. This position reports directly to the Consolidated Business Services Region 2 (CBS2) Business Chief and manages all warehouse, supply, and fixed asset functions from Rainer School. This position supervises six direct reports: three Procurement and Supply Specialist 2, one Procurement and Supply Specialist 1, and two Warehouse Operator 2. May assist other PSS‑4’s within CBS2 in their supervisory duties during absences. The procurement, supply, and warehouse functions in CBS2 consist of over 12 full‑time equivalent (FTE) staff across four 24/7 facilities. Responsibilities Supervise warehouse, purchasing, and fixed‑asset operations for Rainier School. Provide leadership, training, and direction to staff responsible for procurement and warehouse functions. Oversee procurement of consumable and non‑consumable goods that support all institutional needs. Ensure efficient and effective daily operations of the Rainier warehouse system. Verify that all purchasing activities comply with state procurement requirements. Monitor expenditures to ensure all warehouse and purchasing functions remain within budget. Maintain accurate tracking and reporting of inventory and fixed assets. Approve purchasing decisions in the absence of the CBS2 Administrator or Procurement/Supply Manager. Evaluate purchasing needs and usage data to guide procurement planning. Represent CBS in coordination with headquarters and purchasing partners. Assist in developing, managing, and monitoring purchasing contracts with contract offices. Collaborate with contractors to review statements of work, fiscal commitments, and contract compliance. Qualifications Knowledge of state procurement statutes and administrative codes, government contracting and procurement techniques research and market analysis techniques; effective methods of oral and written communications; technical writing skills; contract development and administration. Ability to establish and maintain effective working relationships with suppliers, customers, fellow employees and the public; adapt rapidly to changing market conditions and/or customer needs; work effectively with automated procurement systems; develop and lead user committees that aid in development of contract specifications or contract dispute resolution; prepare and interpret complex specifications and award criteria; analyze bids or proposals submitted by suppliers and determine award; prepare, maintain and interpret procurement and contract statistics and management reports. Applicants should hold a bachelor’s degree in business administration or a closely allied field and three years of experience in large‑scale procurement, stock control, receipt, storage, and issue functions in either government or business. Full‑time experience as a purchasing professional may substitute for the desired qualification on a year‑for‑year basis.
