Job Title: Emergency Preparedness and Response Program Manager – HCC-P Department: Emergency Preparedness and Response Reports To: Emergency Preparedness and Response Division Director FLSA Status: Exempt/ Full Time Salary Range: $70,000 -$80,000 Prepared By: Human Resources Approved By: Chief of Staff Last Modified: 07-27-2026 Job Summary The Southwest Texas Regional Advisory Council for Trauma (STRAC) serves the seventy-one EMS agencies and thirty-five hospitals in the twenty-two-county region of Trauma Service Area P (TSA-P). The STRAC has a legislative mandate to develop and implement a regional EMS/Hospital Disaster Plan, which includes organizing and consolidating emergency preparedness planning for the region’s responders, assisting with training, plans development and coordinating resources for more efficient disaster operations. STRAC EMS agencies and hospitals are the local and regional medical resources that respond to disasters, manmade or natural, and must be prepared for any eventuality to protect both the lives of the citizens and the personnel that provide that care. The Southwest Texas Regional Advisory Council works closely with the Texas Department of State Health Services, the Texas Division of Emergency Management, the City of San Antonio, local jurisdictions, local health departments and similar agencies throughout the State to improve health care systems throughout Texas. Additionally, STRAC receives and manages State and Federal Grant Funds to develop, plan and implement regional and State programs. The Emergency Preparedness and Response Program Manager supports a broad range of regional preparedness, response, planning, training, exercise, and operational readiness activities for STRAC’s Emergency Preparedness and Response Division. The position serves as the primary program lead for assigned Healthcare Preparedness Program (HPP) activities, including the tracking, development, coordination, documentation, and submission of ASPR/HPP deliverables, as well as regional exercise planning, after-action processes, and healthcare coalition coordination. The position also supports real-world emergency response operations, Regional Medical Operations Center (RMOC) activities, planned events, regional projects, and other division priorities as assigned. The Program Manager works closely with STRAC leadership, regional partners, healthcare coalition members, EMS agencies, hospitals, local jurisdictions, state agencies, and federal partners to ensure assigned programs are coordinated, documented, and implemented in alignment with regional priorities, grant requirements, and the needs of the healthcare delivery system. General Accountabilities Create and lead multidisciplinary teams and external partners in the development, implementation, monitoring and evaluation/modification of Regional Emergency Preparedness Workplans Serve as the primary program lead responsible for tracking, developing, coordinating, documenting, and submitting all STRAC ASPR/HPP deliverables, including required supporting documentation, timelines, partner coordination, capability-development activities, and alignment with regional, state, and federal preparedness priorities. Coordinate, track, and review progress on response-plan development to ensure integration with existing and planned regional and state response frameworks. Support real-world emergency response operations, planned events, activations, and regional coordination activities as assigned by STRAC leadership. Develop and maintain situational awareness products, incident documentation, resource tracking tools, and operational support materials during exercises, planned events, and emergency activations. Serve in the Operations and/or Planning Section of the Regional Medical Operations Center or other locations as assigned during emergency response operations. Lead or support the design, planning, conduct, evaluation, and improvement planning of tabletop, functional, and full-scale exercises consistent with HSEEP principles and regional priorities. Coordinate with Division Director, Executive Director and various committees to align projects and program work plans with RAC strategic plans. Establish and maintain contacts with counterparts at regional, State and Federal agencies to ensure overall coordination. Develop, design, and coordinate training courses, curriculum, and related materials based on regional and state programs, initiatives, and identified preparedness needs. Prepare for and conduct assigned meetings, committees, and workgroup meetings with regional partners. Facilitate and serve as principal point of contact for significant regional projects, initiatives, and preparedness activities. Coordinate with EMS agencies, Hospitals, HCC members, local jurisdictions, and other regional partners in planning, training, exercises, and response-readiness activities. Support STRAC during special events or demonstrations of capabilities, equipment, or resources at local, regional, or statewide preparedness events. Job Qualifications Bachelor of Arts (BA), Bachelor of Science (BS) or equivalent work experience Five years of experience in healthcare, public health, emergency management, EMS or a related administrative/ program management position Completion of IPS 100, IPS 200, IPS 300, IPS 400, IPS 700 and IPS 800 Advanced Qualifications (preferred) Master’s degree in appropriate field (preferred) FEMA Exercise Planning Course / HSEEP Training to be obtained within 12 months of employment Leadership experience within the Incident Management System Two years of experience managing large projects and/or fiscal management Competencies Problem Solving - Identifies and resolves problems time efficiently; Gathers and analyzes information; Develops solutions; Uses reason. Physical Demands The Employee works in both indoor and outdoor environments in all types of conditions, temperature and weather. The Employee must possess physical and mental health to meet the demands of the position. The Employee must be able to travel and participate in State Emergency Medical Task Force meetings, the Texas Disaster Medical System, the Governor’s EMS and Trauma Advisory Committee and appropriate meetings related to State and Regional emergency management activities. Additionally, the Employee must be able to deploy to austere environments to support Texas EMTF activities in response to statewide disaster.
