Job Responsibilities

To deliver culturally competent, client-centered nursing care across Clinical Services programsincluding Family Planning, STD/STI, and Immunizationsthrough assessment, treatment, education, and referral. Clinical Assessment and Care Planning - Utilize the nursing process to assess and evaluate the health status of male and female clients through history-taking, risk assessment, and physical examination per program policy. Develop, implement, and revise individualized care plans based on subjective and objective data including history, lab results, and clinical findings. Identify and initiate appropriate interventions, obtain and perform diagnostic testing (e.g., stat labs, referred tests), and ensure accurate documentation of all assessments and care provided per agency protocols. Provision of risk-based education to include STDs/STIs, Reproductive health planning, methods of birth control benefits, and immunizations. Refer as indicated for abnormal findings, mental health, tobacco cessation, substance abuse, etc.

Preventive Health Services - Provide comprehensive reproductive and sexual health services including pelvic exams, STI screening, diagnosis and treatment, contraceptive counseling and distribution, and client-centered education. Administer and/or dispense medications and contraceptive methods under standing orders or provider directives. Manage follow-up care for abnormal results such as STI, HIV, and Pap smears, and make appropriate internal and external referrals. Promote informed decision-making by involving clients in their care and providing tailored counseling on sexual and reproductive health topics. Complete required documentation per program policy.

Immunization Services & Vaccine Management - Assess immunization needs and administer vaccines per standing orders in clinical settings and during community outreach or emergency response events. Provide education and counseling on required and recommended vaccines, and ensure follow-up for adverse events per Vaccine Adverse Event Reporting System (VAERS) guidelines. Ensure compliance with vaccine storage and handling protocols. Complete required documentation per program policy.

Public Health Promotion & Coordination: - Promote community wellness and disease prevention through early detection, risk reduction strategies, health education, and coordination of care. Coordinate case finding, service delivery, and care continuity with interdisciplinary teams, providers, and external agencies. Participate in regional Continuous Quality Improvement (CQI) activities to improve health outcomes and ensure quality of care. Maintain timely and accurate records in accordance with agency policy and the Nurse Practice Act.

Emergency Response and Professional Development: - Assists with Medical Equipment Power Shelter (MEPS) operations, maintains supportive nursing practice competencies to include but not limited to intramuscular, subcutaneous, and intra-dermal best practice injection administration, oral medication administration, and client emergency response including First Aid, CPR, AED, and be willing and available to assist during times of public health emergency and outbreak response efforts. Maintains professional nursing licensure and accountability by completing mandatory continuing education and agency-required trainings on schedule. Submits daily, monthly, and other required reports punctually.

Performs other duties as assigned: - Maintains flexibility and supports agency programs and regional initiatives as requested. Completes additional tasks/projects as directed in a timely and professional manner.

Minimum and Additional Requirements

State Minimum Requirements: Graduation from an accredited school of nursing. Licensure as a registered nurse by the State Board of Nursing for South Carolina. Some positions require certification in Basic Life Support. Some positions may require possession of a valid driver's license. Agency Additional Requirements: Associate Degree in Nursing (ADN) or a Bachelor of Science in Nursing (BSN). Must hold an active South Carolina nursing license in good standing, or a valid multistate license in good standing from a Nurse Licensure Compact (NLC) participating state (this allows them to be hired, start working, and have 60 days to change over to SC license by endorsement by BON. Exception is for military status and/or spouse). Knowledge of the techniques and best practices of the nursing profession. Knowledge of medical and nursing terminology. Ability to evaluate a client's medical status and needs and use knowledge and judgement to respond appropriately, including when to notify or consult the supervising medical provider. Ability to apply and adhere to standing orders, policies and standard operating procedures. Ability to plan, implement and evaluate client medical care plans. Ability to establish and maintain the confidence and cooperation of clients. Knowledge of privacy protections for clients. Ability to interact with clients in a culturally competent, professional manner. Ability to prepare educational and training materials for nursing care programs. Ability to provide individual health coaching and counseling. Knowledge of community resources. Knowledge of administrative methods and procedures. Ability to communicate effectively both orally and in writing. Knowledge of medical coding and billing procedures at a level necessary for the specific position. Ability to appropriately respond to emergency situations. Ability to function as a team member. Ability to instruct, supervise and direct the work of paraprofessional staff. Applicable DPH training courses, as well as on-the-job training that is provided by the supervisor, program manager, or designee. Employee is expected to function with minimal supervision. Supervision will be through 1:1 supervisory conferences, Employee Performance Development Plan (annual review), staff meetings, direct observation, chart reviews and peer reviews. Must have current driver's license or ability to obtain transportation. May be required to use personal vehicle. CPR certification within first 6 months and then as required. Must be able to lift 30 pounds and stand for long periods. May be required to work evenings (after 5pm) and/or Saturday clinics. Position includes limited travel to other sites for training and clinic coverage. Participates in an emergency or disaster response as outlined in the DPH Emergency Plans. During such times, incumbent should regard himself/herself as being on 24-hour call and subject to duty when such events occur.

Preferred Qualifications

One year of nursing experience is preferred.
