Summary

The Office of Inspector General is seeking early career Auditors. As an Auditor, you will perform audits, evaluations, and/or special projects in accordance with Generally Accepted Government Auditing Standards (GAGAS), inspection and evaluation standards, and Office of Audits policies and procedures.

In this role as an Auditor, you will be responsible for:

  • Analyzing program data using quantitative and qualitative research methods and techniques, such as sampling, questionnaires, interviews, and analyses of computer-processed data to assess the effectiveness of programs or operations in meeting established goals and metrics.
  • Preparing and maintaining audit workpapers, such as analytical summaries and documentation of interviews, in accordance with Office of Audits policies and procedures.
  • Participating in briefings with OIG senior leadership and in interviews with agency officials to collect information and present findings, conclusions, and recommendations.
  • Identifying and applying relevant laws, regulations, policies, prior audit reports, or other pertinent documents and publications applicable to the assigned audit, evaluation, or special project.
  • Assisting the team lead, audit managers, and other senior leaders in a full range of activities from planning and designing audits, evaluations, or special projects, to reporting findings and results orally and/or in writing.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-09 level .

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

BASIC REQUIREMENT :

A. Degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting; OR

B. Combination of education and experience at least four (4) years of experience in Performance auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must include ONE of the following:

1. A certificate as Certified Internal Auditor or Certified Public Accountant, obtained through written examination; OR

2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

MINIMUM QUALIFICATION REQUIREMENT : In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-11 : Applicant must have at least one year of specialized experience equivalent to the GS/SK-09 level. Specialized experience includes :

1)planning and conducting audits, evaluations, examinations, or other fact-finding studies; AND

2) gathering and analyzing data and determining validity and reliability; AND

3) participating in interviews to acquire information used in an audit or evaluation; AND

4) drafting audit or evaluation report findings on the work performed using applicable standards, procedures, and technology.

OR

Education : Ph.D. or equivalent doctoral degree; OR Three (3) full years of progressively higher level graduate education leading to such a degree or LL.M if related;

OR

Combination of Education and Experience : Equivalent combinations of successfully completed education, which includes education exceeding two (2) years of graduate study and the specialized experience described above that meets the total experience requirements. For example, six (6) months of specialized experience equivalent to the GS-09 and over 2 years of successfully completed graduate level education.

Competency 2: Teamwork and Collaboration - Interacts with internal and external others in a manner that advances SEC goals and objectives.

Competency 3: Auditing - Knowledge of generally accepted auditing standards and procedures related to planning and conducting audits, evaluations, and special projects.

Competency 4: Program Analysis - Examines and analyzes different types of data to assess the organization or program, or specific issues within the organization or program, and make recommendations.

Education

Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education. The overall salary range listed above is provided for informational purposes; a selectee's initial pay will be established below the maximum rate of the range.
