Health Care Market Oversight (HCMO) Policy Analyst (OPA2) – Limited Duration (17 months) Agency: Oregon Health Authority Posting Date: 06/17/2026 Application Deadline: 06/24/2026 Salary Range: $5,458 - $8,352 Position Type: Employee Responsibilities The Health Care Market Oversight Policy Analyst supports the program’s statutory responsibility to review proposed transactions involving healthcare entities. The role focuses on gathering and analyzing information from multiple sources, synthesizing findings using the program’s analytic framework, and developing recommendations, reports, and other public‑facing materials for each transaction review. The analyst also supports communication, outreach, and project management activities related to transaction reviews, contributes to broader program work such as annual reports and guidance documents, and identifies and implements process improvements as the program evolves. Work is completed as part of a multidisciplinary team led by an Operations & Policy Analyst 4, with support from research, economics, legal counsel, and subject matter experts across OHA, DCBS, and external partners as needed. Minimum Qualifications A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field, and two years of professional‑level evaluative, analytical, and planning work; or Any combination of experience and education equivalent to five years of experience that typically supports the required knowledge and skills. Desired Attributes At least two years of experience conducting policy analysis, policy research, or qualitative evaluation, including gathering and synthesizing information from multiple sources. At least two years of experience preparing reports, articles, or other public‑facing materials that synthesize complex information. Experience managing or coordinating projects, including developing workplans, tracking progress, and meeting deadlines using basic project management concepts. Demonstrated experience communicating clearly and professionally with a range of audiences, including the public, agency staff, leadership, and external partners. Demonstrated organizational and time‑management skills, including the ability to manage competing priorities in a deadline‑driven environment. Preferred Qualifications Experience working with or within government programs, including familiarity with public meeting requirements, public records processes, contracts, or invoicing. Experience or familiarity with the health care system, health policy, or health services delivery. Knowledge of industrial organization, antitrust principles, or mergers and acquisitions, particularly as they relate to health care markets. Employment is contingent upon a criminal records check and a driving records check (if applicable) that meets OHA criteria at the time of hire and throughout employment. The salary listed is the non‑PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%.
