Senior Product Manager

Key Responsibilities

* Own the product vision, strategy, and roadmap for the CAI application modernization initiative.

* Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.

* Translate business needs into clear user stories, acceptance criteria, and product backlog items.

* Collaborate with solution architects,developers, UX/UI designers, and vendors to define modern technical approaches(including potential platform, architecture, and integration decisions).

* Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.

* Facilitate agile ceremonies (backlog refinement, sprint planning, reviews, and retrospectives) as needed.

* Serve as the primary liaison between business stakeholders and the technical delivery team.

* Define success metrics and KPIs for the modernized CAI application and track progress against them.

* Support change management, user adoption,and training efforts related to the modernized solution.

* Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.

* Identify risks, dependencies, and impediments and drive resolution.

* Provide regular status updates and recommendations to IT leadership and business sponsors. Required/Desired Skills

Required Experience with overseeing and testing of large data conversions Required Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences Required Strong organizational and prioritization skills with the ability to manage competing demands Required Experience with enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architectures). Highly desired Familiarity with Microsoft technology stack, cloud platforms (Azure), or content management systems Highly desired Experience with process improvement and business process reengineering Highly desired Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements Highly desired Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations Highly desired Bachelor's degree in Business, Information Systems, Computer Science, or related field (or equivalent experience).
