Job Description:\n\nInformation Systems Manager\nEnterprise Applications, Technology Operations & Business Solutions\nOffice of the Fulton County Clerk of Superior and Magistrate Courts\nSalary: $99,677 annually, non-negotiable\nLead Technology That Advances Justice\n\nTechnology has the power to transform how courts serve their communities. The Office of the Fulton County Clerk of Superior and Magistrate Courts is seeking an innovative, collaborative, and results-driven technology leader to serve as its next Information Systems Manager. This is not a traditional IT management position.\n\nThis is an opportunity to lead enterprise technology initiatives that improve access to justice, modernize court operations, strengthen customer service, and support thousands of internal and external users across one of Georgia’s busiest constitutional offices.\n\nThe Information Systems Manager serves as the strategic bridge between technology and court operations. This position leads enterprise applications, technology projects, automation, artificial intelligence initiatives, vendor partnerships, operational support, reporting, organizational change, and technical staff supervision.\n\nThe successful candidate will combine strong technical knowledge with leadership, communication, customer service, project management, and operational improvement skills.\n\nPosition Summary\n\nThe Information Systems Manager provides leadership for the planning, implementation, administration, optimization, and continuous improvement of enterprise technology solutions supporting the Office of the Fulton County Clerk of Superior and Magistrate Courts.\n\nReporting to executive leadership, this position partners with operational divisions, vendors, justice partners, County technology teams, and other stakeholders to ensure technology investments improve efficiency, strengthen service delivery, support data-driven decision-making, and advance the Clerk’s strategic vision.\n\nThe Information Systems Manager also provides direct supervision, coaching, performance management, work assignment, and professional development for assigned technical staff. The position is responsible for building a responsive, accountable, cross-trained, and service-oriented technical team.\n\nWhat You Will Lead\n\nEnterprise Application Management\n\nLead the administration, configuration, optimization, and lifecycle management of enterprise court applications.\nServe as product owner for major technology platforms.\nDevelop application roadmaps aligned with strategic and operational priorities.\nCoordinate software implementations, upgrades, testing, releases, enhancements, and configuration changes.\nEnsure enterprise applications remain reliable, secure, scalable, and aligned with business needs.\nCoordinate application integrations, data exchanges, and interoperability between systems.\n\nTechnical Staff Leadership\n\nProvide direct supervision to assigned technical staff.\nEstablish clear performance expectations, priorities, service standards, and accountability measures.\nAssign and monitor work, projects, incidents, and support responsibilities.\nCoach employees, provide regular feedback, and address performance or conduct concerns promptly.\nSupport employee development through training, mentoring, cross-training, and stretch assignments.\nBuild team capacity and reduce reliance on individual employees by strengthening documentation and knowledge transfer.\nPromote collaboration, professionalism, responsiveness, and consistent follow-through.\nEnsure adequate staff coverage for critical systems, projects, and operational support.\n\nTechnology Strategy and Innovation\n\nPartner with executive leadership to identify technology opportunities that improve operational performance.\nEvaluate emerging technologies, including artificial intelligence, automation, analytics, and digital service tools.\nRecommend technology investments that provide measurable operational value.\nSupport long-term technology planning and digital transformation initiatives.\nHelp leadership assess technology risks, priorities, dependencies, and resource needs.\n\nProject Leadership\n\nLead enterprise technology projects from concept through implementation and post-launch evaluation.\nDevelop project plans, timelines, budgets, risk assessments, decision materials, and executive status reports.\nCoordinate vendors, consultants, County IT, technical staff, and operational stakeholders.\nClarify project ownership, responsibilities, dependencies, and escalation paths.\nMonitor deliverables and ensure projects remain aligned with scope, schedule, quality, and operational needs.\nIdentify risks early and recommend corrective actions.\nEnsure technology projects are delivered with minimal disruption to court operations and public service.\n\nBusiness Partnership\n\nBuild trusted partnerships with operational divisions throughout the Office.\nMeet with executives, managers, supervisors, and designated front-line staff to understand workflows, pain points, and service needs.\nTranslate business processes into clear functional and technical requirements.\nFacilitate discovery sessions, requirements gathering, process mapping, and solution evaluation.\nRecommend technology solutions that improve customer service, employee productivity, data quality, and operational efficiency.\nEnsure technology solutions address business needs rather than simply introducing new software.\nMaintain clear communication and consistent follow-through with stakeholders.\n\nTechnology Operations\n\nOversee daily operational support for enterprise applications and technology services.\nCoordinate incident management, escalation, troubleshooting, service restoration, and root-cause analysis.\nMonitor system performance, availability, reliability, ticket aging, service levels, and user experience.\nCoordinate system maintenance, upgrades, change control, testing, and production releases.\nSupport disaster recovery, business continuity, and continuity of operations planning.\nIdentify recurring incidents, undocumented dependencies, operational risks, and opportunities for permanent resolution.\nEnsure critical court operations receive timely and appropriate technical support.\n\nVendor and Contract Management\n\nServe as the primary relationship manager for assigned software vendors and technology partners.\nMonitor vendor performance, service-level commitments, project deliverables, issue resolution, and responsiveness.\nEscalate vendor concerns and recommend corrective actions when performance does not meet expectations.\nCoordinate product demonstrations, solution evaluations, contract deliverables, and implementation activities.\nSupport technology procurement, contract administration, budgeting, and renewal planning.\nMaintain accurate records of vendor commitments, decisions, risks, and outstanding actions.\n\nData, Reporting and Analytics\n\nDevelop and maintain executive dashboards, operational reports, and performance measures.\nSupport the establishment of clear key performance indicators and reporting definitions.\nMonitor data quality, validation, accuracy, completeness, and consistency.\nCoordinate integrations, interfaces, APIs, data exchanges, and reporting dependencies.\nConduct SQL-based data analysis or coordinate technical resources to produce needed analysis.\nPresent complex information in a clear and actionable manner for technical and non-technical audiences.\nUse data to identify trends, risks, recurring issues, and opportunities for improvement.\n\nArtificial Intelligence and Automation\n\nIdentify opportunities to automate manual, repetitive, and time-consuming processes.\nEvaluate responsible applications of artificial intelligence and emerging technologies.\nDevelop business cases for automation and AI initiatives based on measurable operational value.\nEnsure AI initiatives include appropriate privacy, security, governance, human review, auditability, and data-quality controls.\nCoordinate pilot programs, testing, adoption, evaluation, and continuous improvement.\nPromote responsible innovation that improves efficiency without compromising accuracy, accountability, or public trust.\n\nKnowledge Management and Documentation\n\nDevelop and maintain standard operating procedures, technical documentation, workflow diagrams, system inventories, knowledge articles, and support guides.\nDocument recurring fixes, business rules, system dependencies, workarounds, interfaces, configurations, and escalation procedures.\nEstablish documentation standards for technical staff.\nEnsure documentation remains current, accessible, and usable.\nLead cross-training and knowledge-transfer efforts.\nReduce operational risk caused by undocumented systems or knowledge concentrated with one employee.\n\nTraining and Organizational Change\n\nDevelop training materials and support programs for end users and internal technical staff.\nLead organizational change efforts associated with technology implementations.\nCoordinate communications, readiness activities, user acceptance testing, and adoption support.\nPartner with operational leaders to identify training needs and reinforce new processes.\nPromote technology adoption through clear communication, coaching, documentation, and follow-up.\nEvaluate user feedback and adjust training or system support accordingly.\n\nCustomer Service\n\nProvide professional, responsive, and solutions-oriented service to judges, executives, employees, justice partners, vendors, and members of the public.\nEnsure technology issues are acknowledged, tracked, escalated, and resolved appropriately.\nCommunicate clearly during system issues, outages, upgrades, and major projects.\nMaintain strategic and dependable partner supporting the Clerk’s mission.\n\nMinimum Qualifications\n\nEducation\n\nBachelor’s Degree in Information Technology, Computer Science, Information Systems, Business Information Systems, Public Administration, or a closely related field.\n\nExperience\n\nFive years of progressively responsible experience in one or more of the following areas:\n\nEnterprise application management\nInformation technology leadership\nTechnical staff supervision\nProject management\nBusiness analysis\nEnterprise software implementation\nVendor management\nTechnology operations\nData analytics and reporting\n\nSupervisory Experience\n\nMust include 3 years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.\n\nPreferred Qualifications\n\nPreference may be given to candidates with experience in:\n\nSupervising technical teams\nCourt or
