Compliance Officer

Position SummaryThe Compliance Officer's duties include developing, issuing, and maintaining CRIHB’s compliance program and ensuring regulatory or deliverable requirements applicable to CRIHB are met. Duties also include assessing and monitoring risks to CRIHB, delivering compliance education and training to CRIHB employees, and maintaining the organization’s compliance hotline. The Compliance Officer serves as a resource to CRIHB staff and member health programs on compliance-related issues and, upon request, may assist member programs with their compliance department by providing professional technical assistance, recommendations, and suggestions.Essential FunctionsProvides support to member health programs with their compliance needs.Provides recommendations and suggestions to CRIHB leadership and member health programs on healthcare laws, regulations, and internal review procedures and standards, including HIPAA.Monitors compliance program activities within CRIHB. If any non-compliance is detected, recommends solutions to the proper chain of command internally, and ensures that recommendations have been implemented, if warranted.Develops and coordinates compliance training and education programs for CRIHB staff and member health programs.Provides guidance on applicable laws, statutes, regulations, and internal policies.Monitors operation of CRIHB’s compliance hotline, including processing complaints and/or reported violations, and determining how to address each call in a timely manner, including review and investigation, as appropriate.Monitors specifically funded program activities and special projects, as assigned.Regular and predictable attendance.Performs other related duties as required and assigned.Additional ResponsibilitiesMaintain health care clinic compliance-related certification.Maintain a valid, unrestricted driver’s license and ability to be insurable under CRIHB’s automobile insurance.Requires the ability to drive up to seven (7) hours a day.Position may require occasional overnight travel within CRIHB’s service area.QualificationsCRIHB recognizes equivalent combinations of education and progressively responsible experience; however, a high school diploma or equivalent remains the minimum educational requirement for employment.Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, Public Administration, or a related field is required, and a minimum of ten (10) years of progressively responsible leadership experience, including multi-department oversight and fiscal accountability, with at least three (3) years in a supervisory or compliance-focused leadership role.In lieu of a bachelor’s degree, applicants must have six (6) additional years of progressively responsible leadership experience (for a total of sixteen (16) years), including at least four (4) years involving multi-departmental or cross-agency oversight.A Master’s degree in Healthcare Administration, Public Health, Organizational Leadership, or a related field is preferred.In lieu of a master’s degree, applicants must have four (4) additional years of executive or senior-level leadership experience beyond the bachelor’s baseline, including at least two (2) years of executive-level oversight of compliance, risk, or regulatory programs.Knowledge, Skills, and AbilitiesComprehensive knowledge of healthcare and organizational compliance standards, including HIPAA, Fraud and Abuse laws, privacy and confidentiality regulations, federal grant conditions, and other applicable state, county, or Tribal health requirements.Demonstrated expertise in developing, implementing, and evaluating compliance programs, risk management systems, auditing processes, and corrective action plans that ensure adherence to applicable laws and internal policies.Strong analytical and problem-solving skills, with the ability to interpret complex regulations, identify organizational risk, and translate findings into actionable policy and procedural improvements.Exceptional organizational and administrative skills, including attention to detail, prioritization, and time management, with the ability to manage multiple high-stakes priorities under tight deadlines.Proven leadership and interpersonal communication skills, with the ability to:Lead and support cross-functional teams and compliance initiatives.Advise executive leadership and department directors on regulatory standards and ethical conduct.Communicate effectively with diverse audiences, including staff, Tribal representatives, and regulatory agencies.Experience working with Tribal governments, health systems, or nonprofit organizations is highly desirable. Demonstrated cultural humility and sensitivity to the unique needs of American Indian/Alaska Native communities are expected.Strong ability to prepare clear and concise compliance reports, deliver presentations to internal and external stakeholders, and represent CRIHB during audits, investigations, or board-level reviews.Proficiency in compliance tracking tools, administrative systems, and data dashboards for monitoring, documentation, and reporting.Ability to work independently with minimal supervision, exercising sound judgment and discretion while managing organization-wide compliance and risk-management functions.Advanced verbal, written, and interpersonal communication skills, including the ability to explain complex regulatory information clearly to varied audiences.Proficiency in Microsoft Office Suite, Office 365, and related office or data-management software.Strong time-management skills and proven ability to meet deadlines.Commitment to confidentiality, equity, and American Indian self-determination.Cultural CompetencyThis position requires an awareness and a profound respect for American Indian / Alaska Native traditions, customs, and socioeconomic contexts. It also requires the ability to work effectively with Tribal organizations, demonstrating tact, courtesy, discretion, resourcefulness, and sound judgment when handling sensitive matters.Indian PreferencePreference in hiring is extended to qualified American Indians or Alaska Native applicants in accordance with CRIHB’s Indian Preference policy, as provided under Title 25 U.S.C. § 5307(b). This policy ensures that qualified Native applicants receive priority consideration in the hiring process. However, the final selection is based on a comprehensive evaluation of all candidates’ qualifications, experience, and alignment with the specific needs of the position.
