Program Manager

Role Summary

The Program Manager leads strategic investment oversight across the Native Value Stream, Digital Excellence, and Service Transformation initiatives. This role is accountable for portfolio governance, financial stewardship, benefits realization, and cross-functional alignment.

The Program Manager does not directly own delivery execution. Instead, this role facilitates alignment across DTPM and DPO Directors, PMO, Finance, and Technology leadership to ensure investments are strategically sequenced, financially sound, and positioned to deliver measurable business value.

Primary Responsibilities

Portfolio & Governance Leadership

• Create, manage, and close Epics/Investments within enterprise portfolio systems (e.g., Clarity).

• Ensure required governance artifacts are completed (risk assessments, digital governance submissions, change management plans, PCRCs, WERIs, etc.).

• Facilitate funding conversations aligned to enterprise planning milestones (7.1, 10.1).

• Escalate risks related to scope, funding, capacity, and schedule to appropriate governance forums.

• Ensure financial and IT cost submissions are validated prior to funding deadlines

Financial Oversight & Benefits Realization

• Aggregate individual BCAs into a consolidated master BCA reflecting full financial and product impact of the Epic/Investment.

• Partner with PMO to certify quarterly benefit realization.

• Advocate for incremental funding based on strategic alignment and demonstrated value delivery.

• Maintain forecast accuracy within established tolerances.

• Ensure financial and non-financial benefits are clearly defined, measurable, and tied to roadmap sequencing.

Roadmap & Delivery Alignment (Facilitative Model)

• Facilitate roadmap development in partnership with Delivery Manager, DTPM and DPO Directors, ensuring alignment to strategic objectives and funding commitments.

• Integrate ART-level delivery plans into a cohesive investment-level roadmap.

• Ensure roadmaps include defined start and end dates

• Cross-program dependency identification

• Incremental funding considerations

• Feature movement to implement aligned with benefit timing

• Validate that roadmap sequencing supports benefit realization milestones.

• Coordinate roadmap adjustments based on PI refinements, scope changes, or funding shifts.

• Surface trade-offs, prioritization conflicts, and dependency risks for leadership decision-making.

• Maintain transparency across business, product, finance, and technology stakeholders.

Stakeholder & Executive Engagement

• Facilitate governance discussions across IT, PMO, DTPMs, DPOs, Finance, and Digital leadership.

• Drive clarity on investment scope, benefit commitments, and sequencing decisions.

• Support DPO and DTPM Directors in improving sizing accuracy and requirement refinement.

• Ensure alignment between strategic priorities and delivery capacity.
