Senior Budget Analyst

Description Bring your budget and financial analysis expertise, legislative experience, and ability to consult at a high level to this senior budget management position where you will assist in overseeing the budget and allotment of funds. As a Senior Budget Analyst within DSHS Central Budget Office (CBO), Finance, Technology, and Analytics Administration, you will provide advanced-level support and expert analysis of agency information technology project budgets and fiscal operations for the Division of Vocational Rehabilitation . You will play a critical role in ensuring fiscal accountability and compliance by reviewing technology budgets prior to submission to OFM and WaTech, confirming adherence to state IT project oversight requirements and established financial policies. As a key contributor to the agency's financial planning process, you will analyze, coordinate, develop, and review budget capacity in support of the Biennial and Supplemental Budget development and implementation. Your expertise will be essential in developing complex fiscal estimates for proposed legislation, changes in federal laws and regulations, policy initiatives, program modifications, and other emerging fiscal needs. You will prepare and manage Central Budget Office (CBO) products related to budget development, allotment preparation, fiscal monitoring, and financial controls, ensuring the integrity and accuracy of budget information. Working collaboratively with program fiscal staff, the Division of Technology, and the Office of Accounting Services, you will ensure that financial data shared with legislative staff, OFM, and agency leadership is accurate, timely, and actionable. The official workstation for this position is in Olympia and offers flexible hybrid remote work. You can be based anywhere in Washington State. However, occasional travel may be required based on business needs. Some Of What You’ll Do Lead and coordinate agency-wide budget initiatives, consolidating IT-related funding, services, and fiscal resources. Ensure that budget requests reflect the policy direction and decisions of executive policy makers. Develop expert-level fiscal estimates and comprehensive cost-benefit analyses for proposed departmental initiatives, OFM priorities, legislative proposals, policy changes, program enhancements, and changes in federal laws and regulations. Consult with program staff, division directors, WaTech, and program administrators regarding budget preparation and revision, allotment preparation and amendment, fiscal impact analysis, and fiscal status. Ensure that budget development in assigned areas is complete and meets all requirements, including internal and external due dates. Coordinate and respond to questions from OFM, legislative, and other state agencies regarding budget submittals. Collaborate with program and IT staff as necessary on all budget related work assignments and requests for information and serve as a point of contact for agency-wide Information Technology consolidation efforts. Collaborate with other senior budget analysts on the Central Budget Office team which includes providing appropriate training and analytical tools. Coordinate and develop agency-wide fiscal analyses, budget reports, and financial planning documents to support strategic planning, budget monitoring, and executive reporting. Research, analyze, prepare, and present complex fiscal and budget information. Provide fiscal oversight of Information Technology projects and maintain strong working relationships with WaTech, project teams, and other agencies. Train and coordinate with program staff on requirements, the collection of data from programs, reviewing data for accuracy and completion, resolving issues, compiling data, creation of allotments, researching and being up to date in understanding IT oversight requirements. Who Should Apply Bachelor’s degree in accounting, Finance, Budget, Business, Information Technology, Public Administration, or closely allied field. AND Five years of experience in public budgeting or program analysis, with at least three years of experience in information technology budget process, and/or Washington State legislative process, including the development and submittal of agency budget requests and bill analysis and fiscal note preparation. OR Equivalent relevant professional experience may substitute for formal education requirements. The incumbent should be familiar with budgeting, information technology processes, and the legislative process in Washington State. They must demonstrate the ability to coordinate with a diverse group of individuals in a professional environment. Additionally, the incumbent should be able to quickly learn new subject matter and identify the necessary steps to successfully complete assignments. Skills & Experience Ability to perform complex fiscal analyses and develop estimates of the fiscal impacts of proposed changes to programs and operations. Ability to analyze data, identify trends, assess gaps, and evaluate areas of financial risk. Ability to effectively communicate complex data management systems, financial management principles, and fiscal practices to diverse audiences. Apply strong decision-making skills to analyze budget issues, facilitate collaborative problem-solving, and advise supervisors and senior management on effective fiscal solutions. Demonstrate strong customer service by understanding and responding to the objectives, priorities, and needs of management and program teams. Demonstrate strong interpersonal skills by building positive working relationships, collaborating effectively with diverse teams, and contributing to team morale and productivity. Apply effective planning and organizational strategies to prioritize assignments, manage workloads, and ensure timely completion of tasks aligned with organizational goals. Demonstrate strong project management skills by ensuring the quality and timeliness of deliverables, resolving challenges, and achieving results while managing multiple priorities, deadlines, and competing demands in a fast-paced environment. Build and maintain cooperative relationships with agency partners, stakeholders, and interested parties while supporting budget priorities and organizational objectives. Apply comprehensive knowledge of federal and Washington State regulations and requirements to ensure budget activities, fiscal analyses, and assigned program areas remain compliant with applicable guidelines. Demonstrate technical proficiency in budgeting and governmental accounting principles by analyzing policy changes, assessing fiscal impacts, and developing accurate financial recommendations to support decision-making. Possess experience managing Information Technology projects, allotments, cost allocation methodologies, and budget accountability processes. Understand the budget and financial systems and processes used by DSHS, OFM and the legislature. Must be able to use existing personal computer technology applications (e.g., Excel, Word, SharePoint, PowerPoint). Preferred / Desired Education, Experience And Competencies A master’s degree in accounting, finance, budget, business, information technology, or a closely allied field is preferred. A high-level working knowledge of Department budget structure and processes, financial and budget systems, knowledge of DSHS programs, knowledge of OFM budget processes and requirements.
