TITLE I LITERACY TEACHER - ELEMENTARY - 195 DAY

Position Title Title I Literacy – Elementary – 195 Day Job Status OPEN Effective Date 2026-27 Posting Number 00058800 School / Department Featherstone Elementary School, Woodbridge, VA Job Summary This position plans and implements an instructional program and provides related educational services for students in grades K-5. This position manages student behavior, assesses and evaluates student achievement, and modifies instructional activities as required and carries out a variety of student monitoring and control activities. This position, covered by this specification, serves as a general education, elementary classroom teacher (K-5); classes taught may be single or team or departmental setting, but a teacher might work independently in a unique teaching specialty. This position may be assigned to reading or technology labs. This position performs work under the general supervision of a principal and or other designated administrator. The Title I Elementary Literacy Teacher is responsible for supporting Tier I and Tier II literacy instruction aligned with Virginia Department of Education (VDOE)-approved High Quality Instructional materials and interventions. This position collaborates with school Reading Specialists and school leadership to provide targeted literacy support without supplanting existing staffing or roles within school district allocations. The teacher will serve as a K-5 literacy teacher, focusing on assisting teachers with differentiated instruction, data-driven decision-making, and coaching practices to accelerate student learning in accordance with Title I, Part A grant requirements and PWCS policies. Essential Responsibilities Partner with Reading Specialists and collaborate with school leadership to develop and implement effective Tier 1 and Tier II literacy instruction, ensuring equitable access & alignment with high‑quality instructional materials (HQIM) approved by the PWCS Student Learning Department and the VDOE. Provide co‑teaching opportunities and/or Tier II reading intervention support based on school needs. Demonstrate expertise in interpreting formal and informal diagnostic data to inform instruction for acceleration and provide targeted interventions. Support classroom teachers in Tier 1 and Tier II literacy instruction to enhance instructional practices and student outcomes. Collaborate with school and division programs (e.g., ESOL, SPED, Gifted) to support literacy instruction across all student groups, ensuring equitable access to high‑quality education. Serve as a liaison between the school and Title I administration, ensuring compliance with all Title I, Part A grant requirements, including family engagement activities and fiscal management of Title I funds. Prepare and maintain required documentation for Title I, Part A grant compliance, including but not limited to agendas, meeting minutes, intent forms, and student data, adhering to established timelines. Participate in professional development at the school and division levels, disseminating information and instructional strategies to school staff to support continuous improvement in literacy instruction. Facilitate data‑driven conversations with teachers, administrators, and parents, presenting assessment data in an understandable manner and providing actionable steps for future Tier II instructional intervention. Coordinate instructional activities and collaborate with school and division professional staff to maximize learning opportunities and enhance literacy outcomes for all students. Other Job Responsibilities Manage the behavior of learners in an instructional setting to ensure the environment is conducive to the learning process and assist and participate in the management of student behavior in other parts of the school, school grounds, and during lunch; this will not include the duty‑free lunch, except in emergency situations; no student should be left alone. Coordinate at least four Title I teacher meetings per year to discuss effective parent and family engagement plans and activities and showcase exemplary family events. Provide Title I schools support through the work of the central office Title I Parent and Family Engagement Specialist to ensure school‑level Title I Parent and Family Engagement plans are written within the guidelines of Title I, and include strong family engagement practices that build relationships, are culturally responsive, and linked to continuous improvement goals. Ensure that policies are accessible and understandable to all Title I parents and families. Ensure that Title I schools seek input from parents and families to collaboratively develop the Family‑School Compact. Qualifications for Successful Performance Knowledge, Skills, Abilities and Behaviors Strong understanding of evidence‑based literacy instruction, including differentiation and intervention strategies for Tier II support. Ability to administer and interpret a variety of assessments and use data to drive instructional planning and decision‑making. Knowledge of curriculum and instructional practices aligned with VDOE‑approved programs, with experience working in small‑group settings. Excellent communication, collaboration, and leadership skills to work effectively with teachers, parents, administrators, and other school and division staff. Proficiency in coaching practices, facilitating Collaborative Learning Teams, and providing targeted professional development for teachers. Understanding of Title I requirements, family engagement strategies, and fiscal compliance related to federal funding. Education or Equivalency Requirements Minimum: Bachelor’s Degree Preferred: Master’s Degree Work Experience Requirements Equivalent to at least 1 year Certification and License Requirements State certifications: Collegiate Professional, Post Graduate Professional, or appropriate vocational license issued by the Commonwealth of Virginia with endorsement(s) required for teaching assignment(s); must be eligible for Virginia Teacher Certification Program or licensure. Work Environment and Physical and Mental Requirements Work environment is standard classroom or indoor setting; regular exposure to typical classroom conditions, brief exposure to noise and computer screen usage.
