Job Description

Auto Industry Division:

The Motor Vehicle Board is the state licensing authority over dealers, wholesale dealers and salespersons. The Executive Director for the Department of Revenue is the state licensing authority over manufacturers.

What we do:

  • Processing license applications and collecting fees.
  • Conducting background investigations of applicants.
  • Criminal and administrative investigations of a license that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
  • Conducting criminal investigations into unlicensed and criminal activities. Each year the Division receives 1,200-1,500 consumer complaints directly related to law violations or regulations.
  • Conducting compliance investigations.
  • Providing educational services to licensees and the public.
A typical day of a Policy Advisor III:

The Auto Industry Division (AID) Policy Advisor is a fully operational professional who independently completes assignments by researching and analyzing legislation, statutes, administrative rules, court cases, and other sources of law to recommend and implement policy decisions. The AID Policy Advisor leverages research and analytical skills, attention to detail, curiosity, discretion, creativity, and relationship building to resolve complex AID related problems and questions by drafting administrative rules, standard operating procedures, and internal and external guidance. The advisor may respond to inquiries from internal and external stakeholders.

Primary Duties:

Legislative and Rulemaking

  • Policy Advisor independently reads, analyzes, and evaluates complicated legislation, statutes, rules, court cases, and other sources often in the context of developing administrative rules or guidance or responding to policy inquiries from internal and external sources.
  • Independently determines the process, designs the set of operations, and conducts research and analysis in a systematic way to ensure that research is thorough yet efficient.
  • Advises and conducts research and exercises discretion to formulate solutions compliant with Colorado laws and the policy objectives those laws express.
  • Considers interpretations of statutes and regulations offered orally and in writing.

Drafting Procedures and Reviewing Templates

  • Supports rulemaking, legislative, and/or policy updates through staff training, and communications with stakeholders.
  • After adequate research, the Policy Advisor prepares procedures and document templates which communicate complex processes to a variety of internal audiences both orally and in writing.
  • Such communication must be unambiguous and understandable, yet accurate and precise.

H1R3XX POLICY ADVISOR III MINIMUM QUALIFICATIONS: Experience Only:

Six (6) years of relevant experience in researching and analyzing legislation, statutes, administrative rules, and other sources of law.

OR Education and Experience:

A combination of related education and/or relevant experience in Business Administration, Business Management, Public Policy, Policy Analysis, Political Science, Law researching and analyzing legislation, statutes, administrative rules, and other sources of law work assigned equal to six (6) years.

Special Qualifications:

  • Applicants must be able to successfully pass a background investigation.

Preferred Qualifications:

The ideal candidate will possess the following skills:

  • Additional experience researching and analyzing legislation, statutes, administrative rules, and other sources of law.
  • Knowledge of Colorado Motor Vehicle and Powersports Industry laws.
  • Knowledge of state statutes and rulemaking processes.
  • Experienced in advising senior management on policy decisions.
  • Policy administration, interpretation, and implementation experience, particularly with state/local governments related to enforcement.
  • Excellent communication and interpersonal skills.
  • Proven ability to work independently and accept supervision.
  • Proven success organizing and tracking workload.
  • Strong analytical skills.
  • Proficient with Microsoft Office and Google Suite.
  • Experience in a fast-paced, independent, and production driven environment.
  • Strong communication (both oral and written) and interpersonal skills.

Conditions of Employment with the CDOR :

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

Pursuant to the Universal Driving Standards Policy (Download PDF reader), any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:

  • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
