Police Sergeant

The City of Red Bluff offers a tiered hiring bonus to candidates that successfully complete the hiring process with a contract remaining in place requiring a four-year commitment to the Red Bluff Police Department. Bonus Tiers:

  • 1 year of experience will receive $10,000
  • 2-4 years of experience will receive $20,000
  • 5-6 years of experience will receive $30,000
  • 7+ years of experience will receive $40,000

With payment of the bonus in four installments:

  • Upon hire.
  • Upon successful completion of the field training program.
  • Upon successful completion of probation (12 months).
  • Upon completion of 24 months of service.
  • *The top salary range listed is contingent upon qualifying for certain incentives including educational, POST certification and longevity, which is transferable as a POST certified peace officer from other agencies.

    Essential Duties & Responsibilities

    Supervises employees who perform all classes of law enforcement work. Duties include, but are not limited to, planning work, coordinating field activity, counseling, and training of personnel. The employee shall have the qualifications of leadership and supervisory ability, knowledge of laws and court procedures, and be familiar with the police department's accounting procedures, policies, rules and regulations. SUPERVISION RECEIVED: Works under the general direction of the Police Captain who is the Operations Division Commander. Is responsible to be the "Watch Commander" in the absence of the Police Captain and other Administrative Staff (Chief & Lieutenant). SUPERVISION EXERCISED: Provides supervision of sworn and non-sworn personnel including but not limited to, police corporals, police officers, community service officers, dispatchers, records specialists, volunteers and inmates assigned to work release programs. The Police Sergeant may serve as the Watch Commander in the absence of the Police Captain. ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Provide immediate first-line supervision for personnel on a designated Watch. The Police Sergeant must provide effective supervision of all assigned personnel. Must exhibit leadership skills at all times, maintain discipline and ensure that all rules and regulations are followed.
    • Handle calls for service and perform various aspects of police work as needed to maintain public safety.
    • Assist the Police Captain in planning, coordinating, and directing the activities of personnel.
    • Provide counseling and training as required. Ensure that goals, and watch priorities are met, effective schedules and methods of providing services are established and policies and procedures are utilized as necessary to accomplish the mission.
    • Perform special projects, and ensure that problem oriented, and community oriented policing projects or programs are utilized. Ensure that projects or programs are documented accurately, organized in an efficient manner, and completed in a timely fashion.
    • Assist the Police Captain in developing goals, objectives and priorities for the watch.
    • Review and approve police reports and other documents submitted by police personnel. Review reports to ensure they are accurate, thorough, completed on time and meet department standards.
    • Accept and resolve citizen complaints where possible. Ensures that the receipt of all citizen complaints is properly documented per Department policy. Ensure that the proper documentation is complete and forwarded up the chain of command. Provides feedback and follow-up as required, effectively responds to inquiries from the general public, press, or outside agencies when appropriate. Utilizes appropriate public relations skills and techniques.
    • Conducts roll call briefings and/or training during a designated Watch. Briefings are complete, concise and effective communication skills are exhibited.
    • Monitors personnel equipment usage. Maintains and completes accurate records on department equipment with respect to location, storage, assignment and damage of department equipment. Ensures that all personnel are provided with the necessary equipment to perform their duties. Ensures that damaged or lost equipment is reported in a timely and appropriate manner to the proper chain of command.
    • Proactively enforces laws, rules and regulations. Conducts their supervisory responsibilities and other duties related to enforcement in a manner geared at assisting in the reduction of the crime rate and the reduction of calls for service.
    • Supervise personnel and perform work in a cooperative and appropriate fashion with the personnel assigned to the Dispatch Center.
    • A Sergeant may be, periodically, assigned to either the Operations Division and/or the Support/ Special Services Division.
    • Sergeants may be assigned to collateral duties that include, but are not limited to, Internal Affairs Investigations, Background Investigations, Range Master, Use of Force Instructor, SWAT Team Leader, Traffic Supervisor as well as policy review & development, equipment acquisitions & replacement.
    • Sergeants may be required to wear a variety of uniforms (Class A, Class B, Class C & Tactical uniforms) as well as wearing plain clothes attire (suit & tie, business casual). Determination of the appropriate attire will be dependent upon a particular assignment.
    • Working with software/computer systems, including mobile devices to maintain operations.
    • Performs related duties as assigned.
    Education, Experience & Licenses

    MINIMUM QUALIFICATIONS: Any combination of education and experience that would likely provide the required knowledge and abilities can be considered qualifying. A typical way to obtain the knowledge and abilities would be: Education:

    • High school graduation, G.E.D. or equivalent.
    • POST Intermediate Certification.
    • Associates' or Bachelors' degree in Police Science, Law Enforcement Administration, Public Administration or closely related field is highly desired but not required.
    • POST Supervisory Certification desirable but not required.

    Experience:

    • Four (4) years' experience as a Police Officer in the State of California as of the date of promotion required. Five (5) years' experience desirable.

    The City offers a generous benefit package which includes:

    • 5% salary step increases based upon satisfactory completion of first 6 months (Step A to B).
    • Annual 5% salary step increases based upon satisfactory completion of each full year (Steps B to F).
    • 5% Longevity Steps at 5 & 10 years of service (includes commensurate years of service at other qualifying agencies).
    • Educational and POST Certificate incentives available.
    • Approximately 80% of the premiums for medical, dental and vision plans are paid by the City. These plans cover the employee and all eligible family members.
    • Life Insurance coverage up to $50,000 fully paid by the City.
    • A retirement plan through CalPERS.
    • A deferred compensation retirement savings plan is available to employees.
    • An Employee Assistance Program is provided to all employees and employees' family members at no cost.
    • Positions shall receive a uniform allowance of $38.46 ($1,000 annually) for sworn officers and community service officers, $19.23 (500 annually) for communication dispatchers per bi-weekly pay period.
