Position Highlights This position, within our Certification Division, plays a pivotal role in the review, analysis, and processing of police officer recertification and decertification requests, as well as the review of certified police instructor applications. Additionally, this position may conduct review and analysis of lateral and comparative certification requests which are typically time-consuming. This position may be assigned duties related to the review, analysis, and processing of police officer and/or instructor decertification requests. This multi-faceted process is captured in statutory and regulatory provisions, and is labor-intensive, time-consuming, and must adhere closely to strict timelines. The process includes compliance conferences; issuance of a complaint; pre-hearing conferences; and conduction of adjudicative hearings in accordance with Chapter 54 of the General Statutes (Uniform Administrative Procedure Act (UAPA). This is a full time, position, Monday-Friday, 8:00am to 4:30pm. A hybrid schedule is available based on agency availability and scheduling. About Us The POST Division of DESPP carries out the objectives and mission of the Police Officer Standards and Training Council (POST Council or Council) within DESPP. The Certification Division of (POST) manages the initial certification and recertification of police officers and instructors, as well as the revocation (decertification) process of those certifications. This division is also responsible for processing and reviewing instructor applications to verify that all applicants meet the necessary qualifications to teach the POSTC-approved curriculum. DESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance, and scientific services utilizing enforcement, prevention, education and state of the art science and technology. DESPP is structured on three key Strategic Pillars created by Commissioner Ronnell Higgins. 1. Purpose of Job Class (Nature of Work) In the Department of Emergency Services and Public Protection this class is accountable for managing the implementation of training or accreditation programs and providing assistance to law enforcement units in establishing and maintaining training or accreditation programs and facilities which conform to professional standards. Examples Of Duties: Assists in administration of training or accreditation programs; Coordinates, plans and manages activities in area of police training or accreditation and professional standards; Formulates program goals and objectives; Develops or assists in the development of related policy; Audits and evaluates programs, facilities and equipment utilized law enforcement units for effectiveness and conformance with training and accreditation standards; Coordinates contracted recruit instructors or accreditation assessors; Develops, prepares and presents training or accreditation informational programs; Consults with police leadership, training or accreditation officers and other department officials and recommends courses, programs, equipment or facilities designed to meet specific training, regulation, or accreditation needs; Conducts examinations of training staff and program graduates or assessments of law enforcement agencies; Recommends training approval and certification of programs, instructors or law enforcement units meeting standards or revocation of approval where standards not maintained; Maintains records; Maintains state accreditation standards and conducts annual review of standards; Acts as liaison with law enforcement units, educational organizations, accreditation managers or other agencies; May participate in the recruitment and hiring of staff, including outreach, interview and selection; Performs related duties as required. Knowledge, Skill and Ability Considerable knowledge of principles and practices of police training programs, educational methods, facilities, training aids and techniques and police accreditation programs; law enforcement practices and procedures; Knowledge of relevant state and federal laws, statutes, regulations, policies and procedures; Considerable interpersonal skills; oral and written communication skills. Minimum Qualifications to General Experience Seven (7) years of experience in criminal justice and law enforcement. Minimum Qualifications to Special Experience Two (2) years of the General Experience must have been in training at the level of Training Officer or in the area of police agency accreditation as an assessor or accreditation manager. Minimum Qualifications to Substitutions Allowed College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in criminal justice, education or a closely related field may be substituted for one (1) additional year of the General Experience. Preferred Qualifications Experience conducting internal investigations into police misconduct Experience managing concurrent projects or program responsibilities while meeting deadlines Experience developing reports that communicate defined goals and objectives Experience with Connecticut Police Officer Standards and Training Council (POSTC) requirements, certification requirements, and applicable statutes and regulations.
