Dynamo Technologies is seeking Procurement Coordinators to support acquisition and contracting activities across PM PNT programs at Aberdeen Proving Ground, Maryland. Note: these are in-person roles on Aberdeen Proving Ground, Maryland One position will support DAPS and one position will support MAPS. The selected candidates will provide acquisition planning, requirements development, procurement package coordination, contract tracking, regulatory research, and acquisition documentation support in accordance with applicable Federal, DoD, Army, ASA(ALT), and PEO guidance. The Procurement Coordinator will work closely with PM PNT leadership, Product Managers, Engineering, Logistics, Cyber, Legal, Budget, requiring activities, Army Contracting Command (ACC), external stakeholders, and industry partners to develop and coordinate acquisition requirements and ensure procurement activities remain aligned with program schedules and objectives. The ideal candidate will be a self-starter with strong DoD acquisition and contracting knowledge, excellent research and coordination skills, and the ability to independently navigate complex procurement requirements and bring together information from multiple functional areas. Duties/ Responsibilities: Plan, develop, review, coordinate, and track Acquisition Requirement Packages (ARPs) for Government approval in accordance with the FAR, DoD, Army, ASA(ALT), and PEO guidance. Support the development and coordination of procurement requirements for PM PNT products and programs. Assist in drafting and reviewing SOOs, SOWs, PWSs, performance specifications, and associated solicitation documentation. Translate technical, operational, and programmatic inputs from subject matter experts into clear, performance-based acquisition requirements and evaluation criteria. Research Federal and DoD acquisition regulations, including the FAR, DFARS, and applicable agency supplements, to support procurement planning and execution. Research historical contracting actions and existing agreements using contract repositories and acquisition systems, including EDA, FPDS, SAM.gov, and applicable internal contract writing systems. Analyze existing contract terms, periods of performance, funding lines, burn rates, and other contract data to support acquisition planning and decision-making. Develop and maintain contract metrics derived from ongoing and planned PM PNT contracting activities. Provide inputs to establish and maintain classified and unclassified PM PNT contract schedules, milestones, and acquisition timelines. Coordinate acquisition schedules and milestones with PM PNT leadership, Product Managers, requiring activities, ACC, external stakeholders, and industry partners. Serve as a cross-functional coordinator to synchronize procurement requirements across Engineering, Logistics, Cyber, Legal, Budget, and other functional organizations. Develop and coordinate classified and unclassified briefing materials supporting program status, contracting, financial, and acquisition reviews. Attend and support program status, contracting, financial, and acquisition reviews. Develop complete and high-quality Procurement Request (PR) packages and coordinate required inputs and approvals to facilitate timely contracting actions. Identify and proactively mitigate statutory, regulatory, fiscal, and acquisition risks that could affect program schedules or procurement execution. Evaluate acquisition requirements and recommend appropriate procurement approaches and contract strategies based on program requirements, risk, and acquisition constraints. Support analysis of flexible procurement pathways, including FAR-based contracting, Other Transaction Authorities (OTAs), and Middle Tier Acquisition (MTA) approaches, as applicable. Support evaluation of contract types and acquisition strategies appropriate to program requirements and risk. Track Contract Data Requirements List (CDRL) deliveries for PM PNT product contracts and route deliverables to PM PNT Product staff for Government action. Support post-award activities, including technical surveillance, COR/QASP coordination, period of performance milestone tracking, and contract performance monitoring. Assist with evaluating scope changes, modifications, and other post-award contract actions. Support planning for follow-on and recompete acquisition strategies to ensure continuity of program support. Maintain accurate acquisition and contracting documentation and ensure appropriate tracking of procurement actions. Participate in classified (Secret) and unclassified meetings as required. Perform other acquisition and procurement support duties as assigned in support of the PM PNT mission. Required Skills/Abilities: Strong understanding of Federal, DoD, and Army acquisition and contracting processes. Experience supporting DoD acquisition, procurement, or contracting activities. Experience developing, reviewing, coordinating, and tracking acquisition requirements and procurement packages. Experience with FAR, DFARS, and applicable DoD/Army acquisition guidance. Experience developing or reviewing PWSs, SOWs, SOOs, performance specifications, and solicitation documentation. Experience conducting regulatory, contract, and acquisition research. Ability to research and analyze contract data, historical acquisition actions, periods of performance, funding information, and contract terms. Strong understanding of acquisition planning, procurement milestones, and contract lifecycle activities. Ability to coordinate requirements and acquisition activities across multiple functional organizations. Strong analytical, critical-thinking, and problem-solving skills. Strong written and verbal communication skills. Ability to independently identify information requirements and coordinate with subject matter experts to obtain necessary inputs. Strong organizational and time-management skills with the ability to manage multiple acquisition actions and competing priorities. Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Teams, and SharePoint. Ability to develop and deliver acquisition and contracting briefings to program leadership and stakeholders. Ability to work effectively with government personnel, program managers, engineers, logisticians, contracting personnel, attorneys, budget personnel, vendors, and industry partners. Nice-to-Have Skills: Experience supporting Army or DoD PNT acquisition programs. Experience supporting DAPS or MAPS programs. Experience working directly with Army Contracting Command (ACC). Experience developing and coordinating Acquisition Requirement Packages (ARPs). Experience with EDA, FPDS, SAM.gov, or other Federal contract and procurement repositories. Experience developing acquisition strategies and recommending appropriate contract types or procurement approaches. Familiarity with Other Transaction Authority (OTA) and Middle Tier Acquisition (MTA) pathways. Experience supporting COR/QASP activities and post-award contract administration. Experience tracking CDRLs and other contractual deliverables. Experience supporting contract modifications, scope changes, and follow-on/recompete acquisition strategies. Experience analyzing contract funding, burn rates, periods of performance, and contract terms. Experience coordinating acquisition requirements across Engineering, Logistics, Cyber, Legal, Budget, and other functional areas. Experience supporting program financial and acquisition reviews. Experience identifying and mitigating acquisition, regulatory, fiscal, and schedule risks. Experience developing acquisition briefings and presenting procurement recommendations to senior program leadership. Familiarity with ASA(ALT), PEO, and Army acquisition policies and processes. Experience supporting classified acquisition and contracting activities. Education and Experience: Bachelor's degree in Business, Contracting, Acquisition, or a related field with 7 years of experience in DoD contracting or acquisition, or Master's degree with 5 years of experience in DoD contracting or acquisition. Relevant experience should include DoD acquisition, procurement, contracting, requirements development, acquisition planning, or related program support activities. Travel Requirement: Up to 25% travel Clearance Requirement: Secret clearance required with the ability to obtain a Top Secret.
