Wage Range: Minimum $28.87 - Maximum $33.68 an hour. Position Summary Under the direction of the Property Supervisor, the Community Manager II is responsible for the overall operation of the property, implementing policies, procedures and programs that ensure a well‑managed community within established operating and fiscal policies while ensuring compliance with all regulatory agencies and investors. The role includes developing a supportive environment for all residents, maintaining satisfactory occupancy levels, ensuring buildings and grounds are clean and well‑maintained, managing onsite staff, supervising vendors, and when applicable, working with a Board of Directors. The Community Manager II must exercise good judgment in dealings with residents, visitors, vendors, and staff, provide leadership and direction to staff, and facilitate teamwork among staff, residents, Resident Service Coordinators, agencies, and visitors. The Community Manager II directly supervises one or more employees in accordance with Eden Housing’s policies and applicable laws. Community Managers who live on site are also responsible for duties listed in the attached Night Manager job description, including responses to after‑hours emergencies or building problems that arise. Essential Duties And Responsibilities Physical Asset and Maintenance/Janitorial Management Supervises maintenance and janitorial staff, including any contract or temporary personnel. Supervises all vendors, contractors, and providers of service to the property, ensuring completion and quality of work. Establishes a schedule for personnel to be available for emergency maintenance. Schedules routine maintenance and janitorial work; completes follow‑up inspections. Ensures completion of required preventative maintenance checklists and timely execution of tasks. Performs informal inspections to ensure property upkeep and safety. Inspects exterior and interior common areas monthly using approved checklists. Performs bi‑annual or more frequent inspections of units and follows up with housekeeping letters, work orders, and maintenance chargebacks to residents. Ensures all vacant apartment turnover procedures are followed and completed within budgetary goals. Reviews completed and outstanding work orders daily; ensures timely completion. Prepares capital replacement lists in conjunction with facilities assistants and submits for budget preparation. Compiles inventory of building contents, tools, and equipment annually or as requested. Bids out and selects contract services, negotiates vendor agreements, and monitors daily vendor performance. Ensures adherence to municipal and fire codes. Prepares recommendations for repairs and replacements to Property Supervisor. Ensures quarterly safety inspections and other safety related reports are completed. Marketing and Leasing Maintains full occupancy. Markets units while complying with federal, state, local, and regulatory requirements; recommends improvements. Assigns units per waiting list and Eden Housing policy. Reviews rental applications and leases for accuracy and compliance with Resident Selection Policy. Supervises staff for turnover of vacant units. Conducts applicant interviews, verifies income, and handles deposits and rents per policy. Obtains documentation and completes certifications. Walks a vacant apartment when completed to confirm readiness for showing. Walks entire property daily to ensure common areas, landscaping, laundry, etc. are in good condition. Supervises move‑in and move‑out procedures. Conducts marketing and public relations tours during office hours or by appointment. Assists Property Supervisor in preparing regular market surveys. Prepares weekly reports, monthly budget variance reports, management overview reports, and maintains accurate resident lists. Resident Management Attends and participates in work and community activities to enhance the sense of community. Promotes harmonious relations among residents, staff, vendors, and the wider community. Maintains congenial relationships with all residents, respecting cultural, economic, and special needs backgrounds; adheres to Fair Housing and Equal Opportunity requirements. Builds community among residents through effective interpersonal relationships. Ensures all site staff respond to resident requests or complaints promptly and courteously. Receives repair requests, schedules maintenance, and follows up to confirm completion. Manages resident evictions in compliance with court orders and legal counsel directions. Convenes and chairs resident meetings in accordance with standards. Coordinates with Resident Services to assist residents with social services needs. Provides resident comment and evaluation forms annually and reviews summary for submission to Property Supervisor. Develops and supports resident organizations as needed. Represents the property to local social service agencies and funding sources as requested. Financial Reporting and Control Ensures day‑to‑day financial management; maintains accurate records. Collects rents and other monies; processes transactions in YARDI accounting system. Supervises or completes daily deposits of collected monies. Reviews delinquent accounts and determines collection actions in consultation with Property Supervisor. Compares lease information with monthly rent roll for accuracy. Reviews monthly income and expense statements; reports issues. Provides initial draft of annual site budget by the specified deadline. Maintains budget compliance during the fiscal year. Prepares weekly vacancy and delinquency reports; submits to Eden Housing office. Completes monthly budget variance report on time. Submits incident reports within 24 hours for any unusual occurrences. Adheres to all accounting and reporting procedures required by Eden Housing. Regulatory Requirements Supervises or completes all resident files at move‑in and at each recertification. Supervises or completes timely and accurate income recertification of residents. Processes and maintains all resident documents and forms. Ensures compliance with regulatory and/or financial partner requirements; submits reports in a timely manner. Provides reports to Property Supervisor upon request. Administration Manages day‑to‑day property office administration: answers phones, interacts with residents, sorts mail, codes invoices, and handles inquiries. Maintains a clean, organized, and presentable office and staff. Adheres to performance standards. Uses good judgment and consistency in resident contact. Applies property rules and regulations; documents and reports violations. Saves and organizes property files and records. Ensures staff adherence to all systems, procedures, and formats established by Eden Housing. Collects, analyzes, and reports statistical data as requested. Responds to emergencies promptly and assigns staff; completes incident reports within 24 hours. Posts all required licenses, permits, and notices. Attends trade association meetings and seminars as requested. Communicates problems and provides recommendations for resolution. Personnel Management Interviews, hires, trains, evaluates, motivates, disciplines, and terminates staff under Property Supervisor direction. Conducts annual evaluations and goal setting for staff. Determines appropriate personnel for maintenance jobs; consults with lead technician; obtains supervisor approval. Interacts with Resident Services staff to resolve resident issues. Reviews, approves, and submits employee timesheets to central office. Ensures appropriate staff development and training. Completes Workers Compensation reports for injured employees. Ensures all staff adhere to fair housing laws. Develops and maintains good staff working relationships; encourages teamwork. Ensures staff interact professionally and respectfully with residents and each other. Housing Program Ensures the housing program is maintained as directed by governing documents, the Board of Directors, Eden Housing, and/or the regulatory agency. Other Community Management Tasks Provides direct assistance and direction during after‑hours emergencies. Schedules and supervises fire alarm inspections and completes paperwork. Conducts monthly staff meetings with safety as a standing item. Performs other activities or tasks as assigned by Property Supervisor to ensure viable operation. Supervisory Responsibilities Directly supervises one or more employees in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems, under the supervision of the Property Supervisor. Travels and assists at other communities as needed. Other Duties as Assigned None listed. Qualifications Education and/or Experience Two years’ experience in affordable housing management, including one year of staff management, maintenance, and project management reporting. Other Criteria Oversees a minimum of 70 units. Preferred Skills And/or Abilities Willingness to learn and troubleshoot preventive plumbing, electrical and landscaping and ongoing maintenance issues. Positive attitude, good sense of humor, energetic, assertive, and capable role model for subordinates. Demonstrated integrity on a professional level. Excellent communication and customer service skills. Strong attention to detail. Knowledge of Word and Excel; Yardi software knowledge a plus. Ability to handle many projects at once and shifting priorities in a fast‑paced environment. Second language skill a plus. Certificates, Licenses, Registrations ARM certification preferred. Experience with HUD and/or CTCAC properties required. Must obtain TCS and COS certification, as appropriate within 12‑months of hire date. Occasionally lifts 16‑50 pounds, pushes 20 pounds, climbs ladders, kneels, twists, carries, pushes equipment; withstands heights up to building stories; must independently access all areas. Vision Must be able to proofread documents, read policies, contracts, forms, handwritten information. Hearing Must receive verbal instructions over phone and in person; distinguish sounds of emergency equipment. Smell Must detect foreign or unpleasant odors while walking through buildings. Concentration Must concentrate despite constant interruption. Attention Span Must attend to tasks for more than 60 minutes at a time. Conceptualization Must remember verbal or written information for unlimited periods.
