Investigator at Department of Consumer Affairs Santa Clara County, CA

Under the direction of the Supervising Investigator I, the Health Quality Investigation Unit (HQIU), the incumbent works at the training, entry, and journey level conducting complex administrative, criminal, and civil investigations of physicians, surgeons, and certain allied healthcare professionals. Investigations include, but are not limited to: criminal sexual exploitation of patients, drug violations, unlicensed practice of medicine, unlicensed corporate practice of medicine, insurance fraud, and allegations of practicing medicine while impaired. Responsibilities Conduct investigations of healthcare professionals at all practice levels. Collect and analyze evidence, interview witnesses and subjects, and prepare investigative reports. Testify in court and in regulatory proceedings as required. Collaborate with law enforcement, regulatory agencies, and insurance investigators. Maintain confidentiality and protect privacy of all investigative materials and personnel. Qualifications Must possess California Peace Officer status or complete the necessary training under California Penal Code Section 832 and POST requirements. Pass a background investigation, drug screening, psychological evaluation, medical clearance, and hold a valid driver’s license. Minimum 4‑year degree in criminal justice, law enforcement, administration of justice, police science, criminology, or comparable field. Prior law‑enforcement experience is desirable. Ability to conduct complex investigations, knowledge of relevant statutes and regulations, and strong analytical and communication skills. Desirable Qualifications Completion of a POST Basic Academy or Specialized Basic Investigators’ Certificate of Completion. Experience in investigations of physicians, surgeons, or allied health professionals. Advanced knowledge of health‑care fraud, abuse, and regulatory compliance.
