Field Service Representative

At this time, we have an outstanding career opportunity available, as we're looking for the right person to serve as Field Service Representative for the Public Works Refuse Division. JOB SUMMARY Under general supervision, performs technical field and office work involving compliance with business licensing requirements; resolving customer service and municipal billing issues; and servicing the City's refuse collection franchise. SUPERVISION RECEIVED AND EXERCISED Reports to: Division Supervisor, Division Manager, or senior staff DISTINGUISHING CHARACTERISTICS The Field Service Representative is responsible for field inspection of commercial and residential properties for licensing, public health, revenue generation and code compliance. When assigned to Business License, the Field Service Representative primarily conducts field inspection for compliance with the business license code. When assigned to Public Works Refuse, the primary function is enforcement of the City's solid waste and recycling franchise and related code compliance. When assigned to Public Works Utilities the primary function is customer service field response related to utilities and municipal billing services.

Examples of Essential Duties

  • Performs and coordinates field inspections to ensure compliance with applicable business licensing requirements, refuse franchise requirements, and municipal codes; schedules inspections and appointments; and maintains documentation of daily inspections, findings, and violations
  • Inspects residential properties, commercial businesses, construction sites, transient businesses and vacant properties; conduct follow-up investigations, and issues notices or citations as appropriate for non-compliance
  • Researches various sources to identify business concerns that require licensing
  • Investigates new, delinquent or non-compliant businesses and residences; reviews and issues new business licenses, inactivates licenses for closed business, issues special use and recycling permits, and processes licensing fees
  • Serves as a liaison between customers, City and contractors in identifying cause and possible solutions for service issues and questioned municipal services bills; takes corrective action based on findings
  • Coordinates between contracted refuse hauler, public works, city treasurer, finance, refuse and information systems in resolving billing and account problems in the business licensing and municipal billing system; performs account maintenance, calculates credits, debit and meter reading adjustments
  • Assists with the processing of utility and refuse collection service applications and discontinuances
  • Inspects property to ensure billing accuracy, checking dwelling units, type of dwelling, leaks, high usage, meter locations and proper service address; coordinates meter repairs; turns service on/off, pulls meters, and assesses fees and damages as appropriate; identifies and tracks certificates of occupancy in developments with master meters to assure proper revenue collection
  • Performs various duties to assist customer service including restoring disconnects, reading meters and responding to hazards
  • Answers questions in person, in writing and on the phone regarding the City's refuse franchise, residential and commercial refuse collection rates and program, inspections, business licensing requirements, high consumption, or municipal services bills
  • Performs duties of co-workers or supervisor as necessary to ensure continuity of operations during absences
  • Adheres to appropriate safety rules and guidelines
  • When assigned to Public Works Refuse, coordinates and staffs an information booth at weekend and evening public outreach events such as neighborhood cleanups and composting workshops.
  • Reports to work as scheduled; may work a variety of schedules including evenings, weekends, and holidays as required
  • Maintains a regular and consistent attendance record
  • Travels to offsite locations within and outside the city
  • Performs other related duties as assigned

Minimum Qualifications

Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes:

  • Knowledge of: Federal, state, county and municipal codes and regulations Departmental policies and procedures Water and refuse billing rates and related policies Meter reading, meter and street locations; removing and setting water meters Conflict resolution techniques Personal computers and software applications Quality customer service principles and practices Appropriate safety methods and techniques
  • Ability to: Read and interpret applicable codes Identify hazardous situations and take corrective action Utilize appropriate interpersonal skills when interacting with diverse communities or confrontational individuals Maintain and follow department processes and regulations Operate standard office equipment including personal computers, standard software applications and two-way radio Use common hand tools and meter box keys Communicate effectively in oral and written form Maintain statistics and write reports Establish and maintain effective working relationships with residents, business owners, contractors, City staff and supervisors
  • Education: High school diploma or equivalent certificate
  • Experience: Two (2) years of public contact and customer service experience. Experience involving municipal code enforcement and compliance with rules and regulations are desirable.
  • Licenses/Certifications: Possession of a valid California Class C driver's license and an acceptable driving record are required at the time of appointment and throughout employment.
  • When assigned to Business License or Public Works Refuse, must obtain PC 832 certification within twelve (12) months of appointment.
  • When assigned to Public Works Utilities, must obtain AWWA Water Use Efficiency Practitioner certification or State Water Resources Control Board Water Distribution Grade D1 certification within twelve (12) months of appointment.
  • SPECIAL CONDITIONS Employees regularly assigned/required to drive a city or personal vehicle in the course and scope of work shall be required to participate in the DMV Employer Pull Notice program
  • Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all Huntington Beach city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.

Merit step increases are based on satisfactory performance. A new member is defined as a new hire who is brought into CalPERS membership for the first time on or after 1/1/13 and has no prior membership in a California public retirement system; is not eligible for reciprocity with another California public retirement system; or is rehired by a different CalPERS employer after a break in service of greater than six (6) months. All employees hired on or after January 1, 2013 will be subject to CalPERS membership review for applicability of PEPRA. Employees enrolled in CalPERS prior to January 1, 2013 are considered classic members. The benefit formula, final compensation period, and member contribution rate is as represented below:
