Agency Attorney III

The New York City Police Department's Professional Standards Division seeks a qualified candidate for the position of Agency Attorney III. This role reports directly to the Executive Director of Compliance and Development and is responsible for providing legal expertise to support compliance, policy development, and training initiatives. The division’s mandate is to develop and implement compliance mechanisms, conduct independent evaluations, and recommend corrective actions to improve operations and reduce risk. The Agency Attorney III will work closely with the NYPD Legal and Training Bureaus to ensure that investigative encounters and use‑of‑force policies comply with applicable law. Responsibilities Conduct legal research on critical criminal law and procedure topics such as car stops, and search and seizure law. Draft a memorandum of law to address legal questions related to investigative encounters. Advise command leadership on changes to relevant criminal laws and emerging trends. Communicate and coordinate with the NYPD Legal and Training Bureaus on compliance issues to be addressed through training. Liaise with personnel to review documents and Body‑Worn Camera video related to Stop, Question, and Frisk law, and assist staff members in the proper application of NYS law by phone. Train and advise Professional Standards Division personnel on Fourth Amendment law and laws of investigative encounters in compliance with all related NYPD policy and Court‑Ordered training materials. Recommend areas for policy improvement and risk management. Provide guidance on legal issues that affect the Early Intervention Program. Assist in the data gathering and preparation for ComplianceStat and other internal compliance meetings, including reviewing BWC videos and providing an assessment of the legality of officers’ conduct. Qualifications Admission to the New York State Bar; and either: One year of satisfactory U.S. legal experience subsequent to admission to any state bar; or Six months of satisfactory service as an Agency Attorney Interne (30086). Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. Assignment‑level requirements: For AL II: one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. For AL III: two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. Experienced (non‑manager).
