Description Position : Manager (Strategic Purchasing) Rank : Executive Officer I Department/ Cluster : Strategic Purchasing Office, Finance Division, HA Head Office Pay : HK$70,709 to HK$88,971per month [HMPS point 3 to 8] per month including Monthly Allowance Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end‑of‑contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance. Key Responsibilities :**** The incumbent will be seconded to the Strategic Purchasing Office (SPO), Health Bureau with main duties as follows: To assist in departmental administrative and human resources matters, including the coordination of resources bidding and the annual planning exercise. To provide executive support to the formulation of Strategic Purchasing Programmes (SPPs) after the design stage through the development of programme documents, including enrolment documents for service providers and programme participants, operation manual and frequently asked questions, and to consolidate inputs for ongoing updates of these programme documents. To provide executive and secretarial support to matters related to SPPs, including preparing briefs, progress reports, statistical returns, and providing support to meetings, briefings, assisting in the launch of publicity programmes and production of educational materials. To provide support in preparing analysis reports on the assessment of the financial sustainability of programmes under the SPO by drafting papers and presentation materials. To provide departmental support to the team, including oversight of grade management and training, and assist in updating policies, guidelines, procedures and manuals to meet operational needs. To supervise the performance of subordinates and to perform any other duties as assigned by supervisors. Entry Requirements :**** A university degree or equivalent. At least 4 years’ post-qualification experience in management function / respective profession / function of the post, of which at least 2 years’ experience is in junior management / professional level. (e.g. EO II or equivalent level). Good command of both written and spoken English and Chinese. Preferred Attributes/Exposure: With at least 2 years of post-qualification working experience in the Government and/or public services. Experience in project / programme management. Experience in human and financial resources management. Good communication, interpersonal and organisational skills. Strong analytical and problem-solving skills. Responsible, self-motivated, and able to work under pressure. Proficient in computing / PC skills (e.g. MS Word, Excel, PowerPoint) and Chinese word processing.
