Utilities Division Superintendent

Under general direction, manages and coordinates activities of the Utilities Division including installation, maintenance, repair, expansion and relocation of the City of Montrose water distribution and wastewater collection infrastructure. Efficiently organizes, plans and directs daily and long-term work crew activities. Prepares budget and plans for future needs of the division. Ensures compliance with State and Federal regulations, maintains system records and reports as required by regulatory agencies and maintains compliance with City safety standards. Responds to citizen inquiries and concerns. Requires a strong understanding of pressurized water distribution operating principals and hydraulics, and sanitary sewer system gravity flow and pressurized operating principals, hydraulic modeling principals, use of SCADA systems, construction practices/management, and personnel management. Collaboration and Teamwork: A Public Works Superintendent is expected to work collaboratively with all divisions within the Public Works Department, ensuring the effective and efficient use of vehicles, equipment, facilities, and personnel. This position also requires flexibility and a team-oriented approach—Superintendents are expected to be available and willing to assist with projects, tasks, or events outside their primary areas of responsibility as needed to support overall departmental goals.

Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics.   • Manage the Utilities Division operations, including oversight of the construction and repair of water distribution and wastewater collection infrastructure, including operation and adjustments of the Water Distribution and Wastewater Collection SCADA system.
  • Ensure City of Montrose compliance with applicable state and federal regulations and requirements for operating water distribution, including the City's cross connection control program and wastewater collection systems.
  • Identify and address problems associated with maintaining and installing new water distribution and wastewater collection infrastructure by consulting plans and specifications and conferring with various consultants, engineers and vendors.
  • Support the development and implementation of City wide, Public Works, and division policies, procedures, goals, objectives, SOPs, field guides, service levels, and annual work plans.
  • Analyze trends of the areas being served, such as population and industrial growth, usage demands and other impacts to the water distribution and wastewater collection system to determine adequacy of current programs and facilities and to forecast future needs. Manage water distribution and wastewater collection capital improvement masterplans and hydraulic models to serve the expanding community needs.
  • Evaluate materials, tools, equipment, technology, work methods, and operational processes. Recommend and implement improvements that enhance safety, efficiency, service delivery, standardization, and long-term cost effectiveness.
  • Ensure that all applicable safety, personnel and operational rules and regulations are followed by staff, contractors and vendors when appropriate.
  • Respond to and engage with residents, contractors, developers, and internal customers regarding service requests, Utilities concerns, permits, inquiries, and complaints in a professional and positive manner. Coordinate public notifications and supports community engagement related to maintenance activities, construction impacts, and division programs.
  • In partnership with other City departments, assist with the review of City capital and private development project plans as it relates to water and sewer infrastructure needs and standards.
  • Manage the division's annual budget, including developing, monitoring, projecting the annual budget as well as forecasting future operational and capital needs.
  • Provide leadership in project management, budget administration, personnel supervision, team development, morale, safety, accountability, and succession planning. Support Team Leaders and staff by setting clear expectations, developing achievable goals, providing feedback, and building a positive and capable division culture.
  • Maintain and improve division records, work plans, asset information, maintenance schedules, inspection documentation, service request history, and operational data to support defensible decision-making, budget planning, public communication, and long-term maintenance strategies.

Supervision: Feedback: Establish goals and expectations for workers. Write and conduct employee evaluations. Staffing: Ensure position descriptions are accurate and assist in interviewing and selecting candidates appropriate to the work. Scheduling: Ensure schedules are set to get the work done in accordance with HR guidelines. Training: Assure implementation of job specific training to ensure employee success. Coaching: Set and discuss expectations for employee success. Conduct a formal mid-cycle progress review in addition to regular meetings with each subordinate. Problem Resolution: Handles or gets assistance with employee issues in a timely manner to prevent escalation of problems and disruption to the department. Employee Management: In accordance with HR polices, use established procedures to manage employee behavior. Actions are consistent and provide opportunity for the employee to improve.

Job Requirements:

  • 7 years of related experience with a minimum of 5 years supervisory experience.
  • Degree in Civil Engineering, Construction Management or a related field from an accredited college preferred.
  • The City will consider an appropriate level of education, training and applicable work experience that results in comparable knowledge and skills.
  • Knowledge and skill in construction management, project management, and crew management.
  • This position is subject to non-standard working hours including nights, weekends and holidays.

Licensures & Certificates (must be active and current):

  • Current Colorado Driver's license with acceptable record.
  • Current Colorado Class A or B Commercial Driver's license preferred.
  • Certified Colorado Water Professional - Water Distribution III and Wastewater Collection III or ability to obtain within 1 year.

Physical Requirements and Work Environment: Work involves a mix of office and field duties, requiring moderate physical activity. Must be able to lift and carry up to 50 pounds occasionally. Duties may include walking, standing, bending, or kneeling during event or install inspections or site evaluations. Occasional use of ladders or staircases up to 25 feet may be required. Occasional use of heavy equipment and work-at-height equipment may be required. Frequent use of hands and hand/eye coordination for computer work, document preparation, and communication tools. Vision necessary for reading, reviewing permits, and preparing reports. Requires clear speech and hearing for effective communication with staff, event organizers, and the public. Position involves driving to various sites and walking across uneven terrain in all weather conditions. Regular exposure to outdoor environments, including heat, cold, rain, and snow. May occasionally encounter loud noise, moving equipment, or temporary exposure to dust, smoke, or other airborne particles during event monitoring or field inspections. The work environment can range from quiet office settings to active event sites with elevated noise levels and crowds.
