SUPERVISORY MANAGEMENT ANALYST

Job Overview SUPERVISORY MANAGEMENT ANALYST MANNING AND MANPOWER DIVISION (N13), MANPOWER AND PERSONNEL DEPT (N1) at NAVAL COMPUTER TELECOMMUNICATIONS AREA MASTER STATION PACIFIC (NCTAMS PAC). Responsibilities Plan, implement, and evaluate various civilian personnel programs and services for NCTAMS PAC. Assist management personnel at subordinate stations in San Diego, Guam, and Puget Sound. Serve as the primary advisor and subject matter expert to command management officials on civilian personnel management guidelines, regulations, and policies. Recommend procedural and process changes to improve effectiveness, span of control, efficiency of operations, and economy of effort. Advise and assist managers/supervisors with recruitments/staffing, position classification, labor and employee relations, and incentive awards. Assist managers/supervisors on position management/classification, leave transfer program, performance management systems, and reorganizations/realignments. Prepare and maintain reports monitoring the loss/accession of all civilian personnel and ensuring authorized end‑strength/budgetary controls are not exceeded. Administer the performance management program for the NCTAMS PAC area of responsibility. Requirements and Conditions of Employment Must be a U.S. Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Must successfully pass the E‑Verify employment verification check. Retired military members may be appointed within 180 days after retirement following applicable U.S. Code provisions. Males born after 12‑31‑59 must register for Selective Service. Must obtain and maintain an interim and/or final security clearance prior to entrance on duty. Position may require travel to CONUS and OCONUS and remote or isolated sites; ability to travel on military and commercial aircraft for extended periods may be required. Must obtain and maintain a U.S. passport. Supervisors must review the 14 General Principles of Ethical Conduct (5 CFR 2635.101). Qualifications Experience in planning, implementing, evaluating, and advising management on civilian personnel programs and services. Experience in developing guidance and instructions related to personnel programs. Experience using analysis techniques to examine command operations and practices, identifying non‑compliance and problem areas such as work distribution, staffing inadequacies, and resource misuse. Experience conducting research, gathering and analyzing data, compiling reports, and using charts and spreadsheets to improve methods or corrective actions for compliance.
