Schedule of Hours: Primarily Monday–Friday; occasional evening or weekend work may be required to meet grant deadlines or other business needs.

Possible Percentage of Work from Home: Up to 80%

As the only agency in San Mateo County with the sole purpose of serving those experiencing intimate partner abuse, CORA provides safety, support and healing. CORA’s comprehensive services for clients include a 24-hour hotline, emergency shelter, legal services and counseling. In addition, CORA provides community education and prevention programming throughout the county. POSITION SUMMARY

The Grants and Contracts Manager oversees the full lifecycle of CORA’s federal, state, and local government grants and contracts, including funding research, proposal development, contract administration, compliance, reporting, document retention, and closeout. This is a grants and contracts management role, not solely a grant writing role.

PRIMARY RESPONSIBILITIES

Grant Strategy, Writing, and Award Development

• Research and assess government funding opportunities for alignment with CORA’s mission, program capacity, financial feasibility, match requirements, and compliance obligations.
• Serve as the primary writer for government grant proposals, drafting and editing all narrative sections using information from program, Finance, Data, and leadership staff and developing initial drafts as needed to keep applications on schedule.
• Lead government grant applications once CORA decides to pursue an opportunity, including establishing timelines, coordinating required contributions, maintaining version control, and managing the process through submission and award notification.
• Serve as a primary operational contact for government funders and represent CORA in funder meetings, trainings, and technical assistance sessions.

Compliance and Contract Administration

• Maintain the master grant and contract calendar, including application deadlines, award periods, deliverables, reporting dates, renewals, amendments, closeouts, and related internal milestones.
• Coordinate the review, approval, execution, and filing of grant agreements, contracts, MOUs, amendments, and related documents.
• Monitor award terms, special conditions, funder portals, and regulatory updates; identify required actions and escalate risks that could affect compliance or funding.
• Maintain complete, current, and audit-ready grant and contract records, including certificates of insurance and other funder-required organizational documents.
• Coordinate final reporting and documentation required for timely award closeout.

Cross-Functional Coordination and Reporting

• Coordinate programmatic reporting with program staff, review submissions for completeness and consistency with funder requirements, and manage the process to meet submission deadlines.
• Coordinate with Finance, which is responsible for invoicing and financial reporting, to confirm that financial deliverables meet funder requirements and deadlines.
• Partner with Data and Evaluation and program staff to clarify data requirements and support accurate, funder-compliant reporting.
• Facilitate kickoff meetings for new and renewed awards to clarify requirements, departmental responsibilities, and reporting expectations.
• Serve as a knowledgeable internal resource on grant requirements, contract terms, deadlines, reporting obligations, and related processes.
• Route documents requiring review by leadership, Finance, the Board, or a Board committee with clear instructions and sufficient lead time.

KNOWLEDGE AND SKILLS REQUIRED

• At least three years of progressively responsible nonprofit experience involving government grants and contracts, and a bachelor’s degree or an equivalent combination of education and relevant experience.
• Demonstrated knowledge or experience in working with government grant applications, contract and MOU administration, compliance requirements, reporting, match documentation, record retention, amendments, renewals, and closeout.
• Excellent writing, editing, and analytical skills, including the ability to interpret complex funding and contract requirements, identify required actions, and translate them into clear guidance for staff and leadership.
• Demonstrated experience in project management.
• Proficiency with Microsoft Office, shared tracking systems, databases, and online funder portals.
• Background check, including fingerprinting clearance from the Department of Justice; Demonstrate eligibility to work in the United States.
