  • Required:
    • Master's Degree from an accredited college or university in education, psychology, statistics, or related field or its equivalent.
    • Three (3) plus years of experience with measurement, research design and implementation, evaluation strategies, program evaluation, statistics, and computer applications related to research and evaluation.
    • One (1) year of experience in developing and managing GIS Databases
  • Preferred:
    • Doctorate Degree from an accredited college or university in education, psychology, statistics, or related field or its equivalent.
Special Knowledge/Skills:
  • Three (3) or more years conducting larger scale research and evaluation projects;
  • Two (2) years or more having full responsibility for major research and evaluation projects or equivalent;
  • Proficient communication skills that maximize the SREA's ability to communicate research and evaluation processes and results in a form understandable to target audiences;
  • Effective interpersonal skills that maximize the SREA's ability to work with staff, vendors and others to develop research and evaluation plans, implement them and report the results;
  • Possesses an in-depth knowledge of data structures and data analysis strategies that will maximize the validity and reliability of data as well as the results; and
  • Technical knowledge of statistical programs and other tools used to conduct quality research and evaluation.
  • Requires knowledge of mapping applications including open-source-QGIS, Google Maps, and Google Earth
  • Requires knowledge of GIS/ESRI software and application programming languages.
  • Familiarity with ESRI Apps and ESRI App Builders - ArcGIS StoryMaps, ArcGIS Survey123, ArcGIS Collector, ArcGIS AppStudio, and ArcGIS Web AppBuilder

Function

The Senior Research and Evaluation Analyst (SREA) is primarily responsible for developing and implementing research and evaluation strategies that effectively evaluate District programs, policies and processes. To accomplish this mission, the SREA will conceptualize, design and conduct applied research/evaluation studies related to CCISD Initiatives, federal, state and private grant programs, local data requests, Teacher Incentive Allotment and answer basic research and evaluation questions generated by the Board of Trustees, CCISD administration and staff and other information users who request information.

Responsibilities:

Geographic Information System (GIS) activities
  • Under general supervision, the SRE leads, coordinates, and monitors the District's Geographic Information System (GIS) activities; coordinates the development of the GIS systems and database according to District goals and objectives, and assures the integrity and security of the database.
  • Assures the integrity, security, and effective performance of the GIS Program database(s).
  • Develops GIS applications and web apps in ArcGIS in support of District goals; coordinates and prioritizes GIS development projects with other District departments, alliances and outside agencies; plans development projects to assure GIS projects meet objectives; evaluates trends, anticipates problems, and reports on performance and status of GIS projects.
  • Generates ad-hoc and custom maps, assessment reports as requested by District departmental staff and stakeholders.
  • Creates, collects, updates, and maintains GIS databases; development of component layers and structure of spatial data; acquire, collect, exchange, share and integrate digital data; coordinates the continuous development, operation and maintenance of the GIS, create geoprocessing models for daily updates as needed, including components of the system database system hardware and software.
  • Serves as subject matter expert on GIS; assures effective communication of GIS system issues; analyzes problems and recommends solutions to meet standards and guidelines; prepares special and recurring reports and proposals for work projects, contracts, and GIS development plans.
  • Collects and implements City-wide parcel database, and street databases; compiles geographic data from a variety of sources; scans, rectifies, and digitizes data, edits and refines GIS data, and updates database; performs quality control checks to assure data integrity.

  • Oversees the maintenance of the control points used for registering geographic data; determines and establishes quality control standards for GIS data layers for District departments and staff; develops procedures to reduce system errors and enhance system functionality and stability; coordinates special projects with District departments.
  • Evaluates and recommends new software, hardware and peripheral equipment; develops and monitors work procedures, policies and plans.
  • Interphase of mapping data with Student Support System in support of enrollment application.
  • Work closely with vendor in providing GIS and Demographic data to the district.
    • Uses SchoolSite Locator for boundary planning, redistricting, and enrollment projections. Use of software under the ArcGIS and/or ArcGIS Pro.
    • Maintains and updates software application SchoolSite Locator for use across the school district and outside stakeholders.
    • Support campuses and District departments with research on locations/addresses for correct placement of students in current district boundaries.
  • Maintains licensing for ESRI - ArcGIS, ArcGIS Online, ArcGIS Pro; Davis Demographics and Planning - SchoolSite and SchoolSite Locator
Research and Evaluation Duties
  • Meet and collaborate with educational stakeholders to determine the evaluation/research objectives, tasks and timelines that will result in the information required to meet the needs of the information users;
  • Designs and implements research and evaluation projects for all district department programs aligned with district goals and TEA guidelines
  • Determine the technical design for each project using standard research and evaluation formats;
  • Determine data requirements of projects;
  • Create data collection instruments and tools for collecting the data needed to complete the research or evaluation plan requirements;
  • Collect data using the data collection instruments;
  • Ensure quality standards are maintained
  • Analyze data using advanced qualitative or qualitative techniques including analysis of variance, multiple regression, modeling, descriptive statistics, focus group analysis, and qualitative analysis of observation data;
  • Interpret results so that the information can be used to enhance district decision-making and meet the information needs of the requester;
  • Conducts special data analysis, based on the Teacher Incentive Allotment program, determining how the results will impact students, teachers and the campus
  • Collaborates with the Director of Strategic Evaluation and Assessment Support in researching and analyzing the validity and reliability of third-party student growth assessment data related to the Teacher Incentive Allotment program
  • Write clear, concise and accurate reports of the entire research/evaluation process, analysis, and interpretation of the data. The reports will require meaningful interpretation of the data, technical precision, and compliance with APA or other district designated writing standards.
  • Use appropriate statistics and descriptive techniques to ensure all data is valid, reliable, and portrayed accurately in reports for submission to the Texas Education Agency or other regulatory entities
  • Produce reports that are clearly written, concise and understandable to the anticipated end users;
  • Ensure all federal, state, and local evaluations and reports are in compliance with required guidelines. Keep up with all legislative, operational and program changes in programs being evaluated;
  • Ensure the confidentiality of all individual data and apply FERPA rules as appropriate
  • Develops valid and reliable data collection instruments and tools; conducts advanced qualitative and quantitative data analyses; prepares reports and provides interpretations of evaluation results that will support campus and district decision-making
  • Demonstrate appropriate understanding and use of student achievement data in interpreting and reporting results;
  • Create, populate, and manipulate databases required for research and evaluation projects for all district departments including Teacher Incentive Allotment
  • Interpret complex data results and translate findings into actionable insights for district leadership, school administrators, and district steering committees such as DAT
  • Provides technical training and support to staff and stakeholders on data entry, interpretation, and use related to software applications, School Site Locator, and data dashboards
  • Presents data findings and updates to district leaders, school boards, and stakeholder groups, often through visualizations, summary briefs, or public presentations
TIA Related Expectations
  • Assists in collection, cleaning, and validation of district-wide datasets to ensure the accuracy, reliability, integrity of data used in TIA determinations for designation submissions
  • Develops and documents calculation methodologies for TIA components including student growth, teacher observation scores, and other qualifying metrics
  • Ensures compliance with TEA's TIA technical requirements by aligning district data practices with approved TIA data validation standards and audit expectations
  • Generates annual TIA data submissions and reports for TEA in a timely and accurate manner, including all required student-teacher linkages and outcome measures
  • Manage confidential and sensitive information with a high degree of discretion and data security best practices, particularly related to teacher evaluations and compensation
  • Supports long-term evaluation efforts by identifying trends, success indicators, and areas for improvement in TIA implementation and teacher performance data
