Data and Database Lead

Role summary
Owns the data side of the effort: comment intake from FDMS, the searchable comment database, the analytic tables, and the fully documented data packages FNA needs to replicate every result.

Primary responsibilities

• Manage comment data intake from FDMS or other government-approved systems. Ensure each FDMS document ID stays linked to every comment and coded excerpt (Task 2.3; BPA PWS 3.0 b.vii).
• If requested, oversee paper comment intake, scanning, and loading into FDMS, and screen for threats, vulgarity, and unintended PII (BPA PWS 3.0 a).
• Design and maintain the comment database used for coding, tracking letter attributes (such as commenter type), and form letter campaign grouping.
• Produce the counts and summary tables behind the weekly Trend Reports, Narrative Summary, and Final Report, including tallies by classification, commenter type, coding category, and flags (Tasks 2.4 2.6).
• Deliver the searchable database, raw and analytic data files, and replication code for all drafts and final reports (Tasks 2.6, 2.7).
• Prepare full documentation: file structure, codebook, variable definitions, editing and imputation procedures, and composite code structure (Task 2.7).
• Produce the internal USB/electronic package with flagged reports, and the Public Use version (with confidential information removed) 2 weeks after final report acceptance.
• Apply data security and PII safeguards consistent with FISMA, the Privacy Act, OMB A-130, and USDA directives.

Minimum qualifications

• Bachelor's degree in computer science, information systems, statistics, data science, or a related field.
• At least 5 years of experience in database design, data management, and analytic reporting.
• Proficiency in Microsoft Access, Excel, and SQL, plus at least one analytic language (R, Python, SAS, or Stata).

Preferred qualifications

• Hands-on experience with FDMS and regulations.gov.
• Experience managing large-volume text datasets and deduplicating form letters (e.g., text similarity or clustering methods).
• Experience producing Section 508-compliant data deliverables and public use files.
