Field Utility Coordinator I

Based on assignment, the Field Utility Coordinator I is an entry level position responsible for performing field and administrative work in support of dead-end main flushing, fire hydrant program, and/or water leak response within Distribution & Collection Operations. Evaluates priority and coordinates operational assignments with minimal disruption in utility service to customers. Responds to maintenance and construction activities during normal and crisis situations and maintains effective communication with internal and external customers, contractors, and governmental agencies. The Field Utility Coordinator I receives general supervision and may be assigned to support dead-end main flushing, fire hydrant program and/or water leak response efforts depending on business needs.

Essential functions all specialties include: facilitating interdepartmental teamwork and communicating regularly with management; promoting and practicing a safe working environment for internal and external customers; forecasting and securing needed resources within area of assignment; performing administrative duties to support field personnel activities by updating work orders and services requests in the computerized maintenance management system with findings, resource usage, and completion status; creating follow-up work orders for other groups as necessary; utilizing GIS, block maps, and/or as-built drawings in performing daily assignments; organizing, cleaning and maintaining vehicle, tools, equipment and stocks vehicle with the necessary tools and supplies; assisting customers by answering general questions and providing appropriate information; and performing other duties as assigned.

Dead-end main coordinator specialty includes: inspecting and flushing designated dead-end mains in accordance with system procedures; conducting chlorine and related testing at site and documenting results and action taken; using and calibrating test kits to test different parameters; keying and maintaining field data in database; conducting quality assurance checks to validate accuracy of data collected; inspecting selected sites in response to customer complaints of concern and/or potential pollution sources; locating and identifying dead-end mains using GIS; and performing regulatory required sampling.

Minimum requirements include: high school diploma or GED; one year of relevant experience in construction, utility plant operations or maintenance of water and/or wastewater systems; valid Class "C" Texas Driver's License; TCEQ Class "D" Water Distribution Operator License within 12 months of hire and TCEQ Class "C" Water Distribution Operator License within 24 months of hire; ability to report to work on time, maintain a good attendance record, and work all designated work schedules.

Job dimensions include: basic knowledge of fire hydrants and how they are operated and maintained; knowledge of principles, practices, methods, and materials used in utility maintenance and/or construction; knowledge and ability to interpret and apply all applicable local ordinances, codes and regulations related to construction within the right-of-way; knowledge of safe work and vehicle operation practices and procedures; skill in operating a personal computer and utilizing job related software, systems and specialty equipment; skill in planning and coordinating work assignments; ability to read and interpret utility maps, including GIS and block maps; ability to perform basic mathematical calculations; ability to compile, organize, and maintain accurate and complete records and files; ability to establish and maintain effective working relationships with internal and external customers, contractors, and governmental agencies; and ability to communicate effectively, verbally and in writing.

Physical demands and working conditions include lifting/carrying up to 50 pounds occasionally. Subject to standing, sitting, walking, climbing, bending, crawling, squatting, kneeling and working in cramped and strained positions for long periods of time to perform job scope. Requires visual acuity, speech and hearing. Working conditions are inside and outside with exposure to inclement weather; wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects. Operates a company vehicle on a daily basis. Depending on area of assignment, may be required to work hours other than regular schedule such as days, nights, weekends, holidays and rotating shifts.
