POSITION DETAILS The CUNY School of Medicine (CUNY SoM) located in the heart of Harlem, New York, is the only medical school in the City University of New York system and the only public medical school in Manhattan. Building upon 50 years of success as the Sophie Davis School of Biomedical Education, the institution transitioned to the CUNY School of Medicine (SoM) in 2016. The CUNY SoM offers an accelerated BS/MD degree (7-year program) and a Physician Assistant Master's Degree (27 months program). True to its legacy of access, opportunity, and community transformation, the medical school's mission remains to recruit highly talented students as diverse as New York City itself. CUNY SoM places a special emphasis on the recruitment of those who are underrepresented in the field of medicine and on training high quality, culturally competent health professionals and scientists equipped to address the healthcare needs of New York's medically under-served communities. As a key member of the executive management team, the Professional School Associate Dean of Administration and Finance oversees one or more College functions to fulfill comprehensive program goals and contributes to overall College strategic objectives. He/she plans and implements a range of successful programs; and oversees the School's fiscal operations. Performs related duties as assigned. - Responsible for planning the planning and day to day management of all financial services, including Cash Management Activities, Financial Planning and Analysis, Accounting, Procurement, Accounts Payable and Asset Management.
- Ensures that all SoM and University fiscal policies are implemented and that all appropriate procedures are broadly communicated and enforced.
- Oversee the development of the college's personnel services (PS) funds including but not limited to full time, part-time, temporary services and other than personnel services (OTPS) funds and tuition revenue;
- Act as campus liaison to the University Budget and Finance Office and lead the efforts for the preparation of all financial reports for tax levy and non-tax levy accounts; Coordinate and oversee CUNYFirst functions in various finance related modules.
- Consult with deans, department chairs and program directors regarding unit budgets and financial matters, and assist in the development of their budgets where necessary; facilitate the review, approval and processing of budget modification requests as appropriate, and ensure timely responses to departmental budget issues and questions.
- Initiate, institute and oversee policies and procedures that will improve service delivery to improve operational efficiency and productivity for all budget, procurement, and financial matters.
- Consult with the Chief Operating Officer on the development of the College's annual and projected budgets and ensure the timeliness and accurate analyses of budget and project proposals from various departments; Review departments annual budget requests and recommend productivity and streamlining operations as part of the budget process to ensure the maximum services at the least costs.
- Review analyses on enrollment projections and develop detailed tuition/fee income projections based on information gathered and previous trends; Analyze and report on restricted fund activities, including research and other sponsored activities, including external funds, gifts, etc.
- Regularly review and direct the maintenance of documentation of business processes, financial reporting standards and data sources; Create policies with responsibility for preparing strategic and operational plans.
- Oversee complex, high-priority projects, initiatives, and activities including new degree programs and implementation of Workday that impact the financial stability of the academic and administrative departments with responsibility for fiscally responsible outcomes; Participate in committees and/or special projects as required.
- Ensure compliance with all Federal, State, local and GAAP reporting requirements and regulations.
- Manage the receipt, custody, and disbursement of funds according to University requirements.
- Oversight of key contracts within the financial management purview.
- Develop and implement administrative goals and objectives to meet the SoM needs; Collect and analyze data and reports on budget, spending activities, and outcomes then recommend areas for improvement;
- Maintain a high level of awareness for all University and Research Foundation policies, protocols and procedures; provide guidance and advise medical school leadership on financial implications of these policies.
- Assist in the development and financial management of the School's fundraising foundation.
- Act as an ambassador, sounding board and liaison between SoM and CUNY.
- Perform other duties as assigned the Dean or designee.
PREFERRED:
- A Master's degree in business administration, finance, or related field.
- At least ten (10) years of progressively responsible related experience in higher education and Medical School financial management experience is highly desired.
- Experience in financial planning, accounting, and budgeting at a senior level in a higher education environment.
- Knowledge in the overall budget and finance functions of a University system, CUNY experience preferred.
- Demonstrates excellent planning, organizing, coordinating, problem solving, and supervisory skills as well as good oral and written communication skills.
- Excellent verbal, written communication, and negotiating skills and is student centered with a strong commitment to service.
- Strong skills in software products, including Microsoft Office required. Experience with CUNYFirst PeopleSoft ERP preferred.
- Excellent organizational, time management and interpersonal skills required. Ability to work in a team-oriented environment is essential. Evening and weekend hours may be required.
- Experience working with underrepresented and marginalized students and faculty in health-related or STEM (Science, Technology, Engineering and Mathematics and Medicine) fields or other health professional pipeline programs highly desirable.
