Budget Formulation Analyst - SME Level

Markon is seeking a Budget Formulation Analyst - SME level to support our Intelligence Customer to drive the success of the Intelligence Planning, Programming, Budget, and Execution Process. The Financial Services Budget Formulation & Execution Analyst plays a critical role in supporting the Intelligence Planning, Programming, Budget, and Execution Process by developing, executing, and monitoring budgets, spend plans, contracts, and financial commitments. This position requires analyzing complex financial data, forecasting expenditures, and optimizing resource utilization to support strategic decision-making and ensure fiscal accountability across Intelligence Community operations. Serving as a key liaison among government stakeholders and internal teams, the analyst also contributes to the National Intelligence Program (NIP) budget while ensuring financial plans align with organizational priorities and evolving legislative requirements.

Responsibilities

• Provide expert guidance and produce reports related to budget and financial activities for the component.
• Support budget formulation, execution, and financial reporting activities for Intelligence Community programs and components.
• Develop and monitor spend plans, financial commitments, obligations, expenses, and execution tracking.
• Prepare, process, verify, and certify financial transactions and payments with accuracy and compliance.
• Generate budget reports, funding summaries, briefs, talking points, and other financial communication materials for stakeholders and interagency forums.
• Assist in developing budget submissions, fiscal guidance, implementation schedules, and Congressional Budget Justification Book (CBJB) inputs.
• Conduct budget analysis, portfolio reviews, financial data calls, and expenditure forecasting to support strategic decision-making.
• Collaborate with government stakeholders, USG/IC partners, and cross-functional teams to align financial plans with organizational priorities.
• Track interagency agreements, congressional legislation, undelivered orders, and financial impacts to ensure effective fiscal oversight.
• Develop and improve Standard Operating Procedures (SOPs), training materials, and process enhancements to increase operational efficiency and accountability.
• Participate in the full Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) lifecycle, including investment strategy and resource optimization efforts.

Qualifications

Required:

• Current and active TS/SCI Clearance with Counterintelligence (CI) Polygraph.
• Requires a BA degree and 12 – 15 years of prior relevant experience or Master's degree in a pertinent field, such as Finance, Accounting, or Economics; demonstrating a strong academic foundation relevant to the position with 10 – 13 years of prior relevant experience.
• A minimum of 7-10 years working in government budgeting of which 3-5 years must be within the Intelligence Community.
• Proven expertise of government budget execution activities and adept familiarity with the intricacies of the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).

Salary Range

USD $170,000.00 - USD $190,000.00 /Yr. The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
