The purpose of this position is to oversee the activities and operations of the City’s public library. This is accomplished by managing library services, supervising employees and overseeing the development and administration of the budget. Other duties may include developing and implementing policies and procedures, serving as a representative to other departments, City Council and outside agencies, designing and recommending future plans for library services and interfacing with other City employees and citizens. This position provides direction to other employees. Responsibilities Manages library services by planning, directing and overseeing library activities, developing work plans, monitoring the effectiveness of work plans, coordinating the expansion of library collections, establishing goals and objectives and overseeing the development and presentation of library programs and outreach activities. Supervises employees by selecting and hiring new employees, coordinating staff training and development, working with employees to correct deficiencies and establish a sense of teamwork, administering personnel policies and procedures, completing performance evaluations and resolving personnel matters when necessary. Oversees the development and administration of the budget by preparing and recommending department budget items, coordinating budget requests, monitoring and approving budget expenditures and monitoring adjustments to the budget. Develops and implements policies and procedures by cooperating with the Library Board to establish policies, developing procedural manuals, overseeing the implementation of policies and procedures and soliciting patron comments and suggestions on library services. Serves as a representative to other departments, City Council and outside agencies by coordinating activities with other departments and outside agencies, participating in community and professional organizations, serving as a liaison to Friends of the Library, collecting and compiling data and preparing reports on library activities. Designs and recommends future plans for library services by staying abreast of trends in library services and local needs, developing capital improvement budgets, investigating and pursuing grants from federal, state and regional agencies and obtaining financial support from community organizations. Formal Education / Knowledge Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge acquired in a Masters degree-level of study, such as Master of Library abd Information Studies (MLS) accredited by the American Library Association (ALA) or equivalent. Experience Over seven years up to and including ten years of progressive relevant experience in a public library, including three to five years of management/supervisory experience. Certification and Other Requirements Valid Texas Class C Drivers License. Reading Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study. Math Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Writing Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Managerial Receives administrative directions. The employee normally performs the duty assignment within broad parameters defined by general organizational requirements and accepted practices. Total end results determine effectiveness of job performance. Budget Responsibility Has responsibility for final approval of budgetary recommendations to City Manager. Monitors progress towards fiscal objectives and adjusts plans as necessary to reach them. Supervisory / Organizational Control Work requires managing and monitoring work performance of a department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department. Complexity Work is widely varied, involving analyzing and evaluating many complex and significant variables. City-wide policies, procedures, or precedents may be developed and/or recommended. Interpersonal / Human Relations Skills Recommendations regarding policy development and implementation are made and/or recommended.
