Distribution Design Tech Lead

Tampa Electric, a subsidiary of Emera Inc., provides reliable electric service to more than 780,000 customers across West Central Florida. This position supports distribution system construction and maintenance projects as the Lead Distribution Design Technician (DDT). Job Overview The Lead DDT serves as the primary contact for customers, external contractors, and governmental agencies. Responsibilities include reviewing and approving work requests, managing large project coordination, and serving as a subject matter expert on power quality and GIS systems. Primary Duties and Responsibilities Meet with customers to conduct needs and feasibility assessments on new construction projects and load additions, determining schedules and completion dates. Collaborate with DOT, counties, municipalities, and other utilities to preplan construction and assess impacts on roads and utilities. Represent customers in weekly PIW meetings with TEC departments, documenting updates through memos and emails. Provide project management for large, multi‑year projects such as retail stores, schools, or residential communities. Create and process Work Requests (WR) in the Work Management System (WMS), dividing jobs into phases and crews. Assist service area DDTs with load analysis, equipment selection, and compliance with TEC Distribution Engineering Standards and regulations. Use TEC’s GIS system to enter WRs, establish connectivity, and resolve GIS errors. Oversee the production of construction prints and right‑of‑way permit drawings for field construction and contractors. Verify WR activities are correctly coded and charged to appropriate accounts, and assist in cost estimation and CIAC charges. Inspect distribution facilities to determine maintenance, replacements, or upgrades. Serve as SME on power quality issues, interfacing with large industrial customers and the Operations Engineer. Lead osmose pole inspections and replacements as part of the TEC storm hardening plan. Collaborate with the Operations Engineer on customer relations, power quality investigations, and PSC complaints. Qualifications Full supervisory responsibility for administrative staff and service area DDTs, including performance review and coaching. Experience with distribution operations, planning, scheduling, standards, meter operations, real estate, transmission engineering, system service, mapping, line clearance, field construction, lighting, construction services, telecom, new construction, community relations, and substation engineering. Knowledge of residential and commercial customers, architectural and engineering firms, electricians, developers, general contractors, subcontractors, county and city officials, FDOT, CSX, EPA, and homeowners associations. Education Required: High School Diploma or equivalent. Preferred: College degree or technical certification. Licenses and Certifications Valid Florida State driver’s license with safe driving record. FDOT Maintenance of Traffic (MOT) certification. Power Pros Distribution Design Certificate from the Skills Training Center. Experience Required: Minimum 2 years of direct work experience at the Senior DDT level performing the duties and responsibilities of this position. Preferred: Experience managing large Capital projects exceeding $1 million and direct service area experience. Knowledge, Skills, and Abilities (KSA) Demonstrated leadership and team skills, independent planning, and adaptability to changing priorities. Advanced technical skill in the functional area with strong judgment and initiative. Proficiency in WorkPro, GIS, PoleForeman, CIS, DOD, DE Toolkit, Voltage monitoring software, and Microsoft Office. Preferred: Advanced knowledge of power quality issues, including protection coordination, voltage effects, causes of voltage drop and flicker, RF interference, and load transfer recommendations. Work is performed both indoors and outdoors, in varying weather conditions. Stress level varies with workload and customer deadlines. Physical Demands / Requirements Field work near energized electrical equipment, rough terrain, and lifting up to 50 lbs while wearing fire‑resistant clothing and personal protective equipment.
