Summary This position is located in the Department of Health and Human Services, Office of Laboratory Systems and Response, headquartered in Atlanta, Georgia. Responsibilities As a Public Health Advisor, you will: Consult on, monitor, and measure the outcome of national and international public health program activities through studies which evaluate their effectiveness. Review and assess the effectiveness of current public health policies and determine where new or changed policies are required to effectively execute public health programs. missions, and functions. Plan, assign, review and evaluate the work of lower level team leader and non-supervisory positions. Establish priorities, review and evaluate program results or activities, and make recommendations for changes and/or improvements in operations, workflow and other activities to resolve problems and increase effectiveness. This position has 20% supervisory duties, candidates must also have demonstrated or shown the potential to develop the necessary knowledge, skills, and abilities. Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Basic Qualifications: Your experience must provide evidence of the following: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. AND Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: Providing leadership, guidance, and shared responsibility for planning and managing Division programs. Advising the Division Director and external governmental and non-governmental partners on policy, research, and programmatic priorities related to national public health programs. Overseeing higher-level leadership positions to carry out the administrative, strategic, and personnel management responsibilities necessary to accomplish the Division's mission, including personnel management policies and actions that affect the organization and its workforce. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
