Summary This position serves as the Motor Vehicle Operator for the Facilities Management Service (FMS) at VA Ann Arbor Healthcare System (V AAAHS) under the supervision of the Ground and Transportation Supervisor. The incumbent is required to work under minimal supervision and resolve problems associated with the work of the office. The Incumbent will be assigned to the Grounds and Transportation Section. Responsibilities Major Duties and Responsibilities: Motor Vehicle Operator: 75% The position has primary duties of operating and performing operator maintenance on one of more motor vehicles including van trucks, multipurpose vehicles, patient transport vehicles, and passenger shuttle vans which typically have an approximate gross weight of more than 4,500 kilograms (10,000 pounds) and up to 11,700 kilograms (26,000 pounds). Some of these vehicles are equipped with air brakes. Vehicles are driven based on either specific trip assignments or regularly established schedules over public roads (or the equivalent) at highway speeds. Incumbent adheres to all State and local traffic laws and ordinances. May drive on a regularly scheduled run, or drive in accordance with trip tickets assigned on a day-to-day basis. Incumbent is required to maneuver the vehicle in and out of constricted areas including narrow city streets and congested parking lots. Incumbent drives passenger shuttle vans over predetermined routes and arrives at and departs from pick up and discharge points at scheduled times. Gardener: 25% Incumbent drives vehicles equipped with power takeoff device for transferring engine power to special-purpose accessory equipment, such as winces, power lifts, and plows and spreaders. Incumbent will prepare soil for plants, seeding, thinning, transplanting, trimming, pruning, fertilizing, aerating, mulching, sprayings, and dusting of grass, ground cover, flowers, shrubs, and trees. FACTOR 1. Skills and Knowledge: The incumbent must be mentally alert at all times, particularly when driving; be able to read and write, and interpret trip tickets, maps, and other instructions; be able to detect vehicle operational failures to avoid serious vehicle damages; be able to work with other personnel of the medical center as well as with patients and personnel contacted outside of the medical center; and, use courtesy and tact at all times. Incumbent must possess a valid State Operator's Permit and Commercial Driver's License {CDL). Incumbent must have knowledge to make difficult judgments concerning turning radius, braking distance, and distance to be maintained from other vehicles. Incumbent while driving passenger shuttle vans will know the route and the time scheduled to follow and have skill in apply the braking and maneuvering the vehicle to avoid jostling the passengers. The Incumbent will have the ability to deal effectively with people in a hospitable manner. Incumbent has skill in selecting alternate routes to avoid heavy traffic or other delaying conditions, and skill in map reading to reach unfamiliar locations. Incumbent will have knowledge of vehicles equipped with power takeoff device for transferring engine power to special-purpose accessory equipment, such as winces, power lifts, and plows and spreaders. Incumbent will know how to use the power take off device and have kill in manipulating a variety of controls and understanding equipment gauges. Incumbent operates hydraulic dumping mechanisms to unload or spread materials in a dump bed. Incumbent may be required to: drive a variety of other types of gasoline-powered equipment, including buses, forklift, small tractors, lawn mowers, utility vehicles, etc. Incumbent will perform grounds maintenance work to include mowing grass, edge trimming, cleaning parking structures, snow removal, spreading salt/ ice-melt and police the grounds for debris. Incumbent will have knowledge of applying fertilizer evenly to avoid underfeeding or burning plants. They prepare soil with the proper mixture of sand, humus, topsoil, and fertilizer. Incumbent places seed and plant in soil at proper depth, taking care not to damage roots while transplanting. Incumbents lay sod, aerate lawns and prune and trim shrubs and hedges for a neat appearance. Ability to adjust work operations and schedules to meet emergency or changing programs on vehicle related requirements within available resources and with minimum sacrifice of quality and quantity of service provided. Ability to communicate with personnel at all levels of responsibility and authority. Ability to convey ideas, recommendations, and guidance to others in verbal and written form. Ability to plan, organizes, manage, research, interpret, and apply regulations, directives, policies, and guidance. Knowledge and ability to analyze information and reports to ensure efficient and effective transportation program accomplishment. Full Position Description (PD# 93928-A) Available upon request. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2026. Required: A Valid Commercial Driver License (CDL). Applicants require a valid CDL (transport 16 or more patients including driver, those who operate a vehicle of 26,000 pounds or greater, or transport hazardous waste). AND a. Possess a valid, unrestricted State driver's (CDL) license, b. Have a safe driving record, and c. Demonstrate that they are medically qualified to operate the appropriate motor vehicle safely.. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Physical Effort: Work requires good coordination as well as manual dexterity. Incumbent is required to bend, stoop, crawl, walk, climb, and lift heavy objects up to 50 pounds. Incumbent may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Working Conditions: Work is performed under various weather and road conditions, to operate snowplow and sand/salt spreader during icy and snowy conditions, and to run power tailgate on trucks in all kinds of weather conditions. Incumbent drives in heavy traffic and at highway speeds over complicated road and interchange systems and may be exposed to the danger of serious accidents. Incumbent is subject to cuts, bruises, and burns. Education Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
