Prepares performance ratings, resolves disciplinary and performance problems, and assesses the ongoing training needs of the employees supervised at the out based locations.Reviews and provides consultation and supervision regarding the most difficult cases, using expertise, training and experience beyond the journeyman level of line VR&E Counselors.Is responsible for reviewing files for quality assurance, contributing to the development of reports, such as Systematic Analyses of Operations (SAO's), quarterly reports, congressional and IRS inquiries and white papers.Collects accurate data relating to the various work activities at the Regional Office and/or out based offices, analyzes fluctuations, short- and long-term trends and achievements and/or failures in customer expectations.Prepares accurate reports and analysis as required by the VR&E officer, including systematic analysis of operations (SAO's) and reports on special projects.Observes workers' performance and demonstrates and conducts work performance critiques. Provides formal and informal feedback and periodically evaluates employee performance. Develops performance improvement plans, recommending personnel actions as necessary. Establishes internal controls to prevent fraud, waste, abuse and misappropriation of government funds and property. A master's degree in rehabilitation counseling that included an internship; ORA master's degree in counseling psychology (or related field) that included an internship in rehabilitation counseling and was supplemented by at least 30 semester hours of course work in a majority of the following areas (coursework MUST have an emphasis on vocational rehabilitation counseling): foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability; ORA master's degree listed in 1 or 2 WITHOUT a rehabilitation counseling internship. Where the internship was substituted for professional experience following completion of the master's degree. [Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.]MINIMUM QUALIFICATIONS REQUIREMENTS:: You may qualify based on your experience as described below:GS-13 Grade Level: Specialized Experience: One year of specialized experience equivalent to at least the next lower grade (GS-12). Specialized experience is defined as one (1) full year of performance of technical assignments affecting the entire field of VA's Vocational Readiness & Employment (VR&E) division. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
