The Idaho State Tax Commission is recruiting for a Business Analyst in the Audit Division

We are seeking applicants with excellent analysis and project management skill sets to join our team and supervise the support unit for the Audit Division.

Example of Duties

• Supervision of staff, including assignment and evaluation of work
• Quality assurance - monitor the performance of work, i.e. building, testing and the ongoing maintenance of GenTax and Tap which include Sync Packs
• Research and analyze business issues and operational changes
• Facilitate workgroups and business resources to define business needs, coordinate the gathering and reconciliation of detailed business requirements for system development
• Document business process work flows across the division, in coordination with project stakeholders, data and technology support teams
• Analyze issues, identify solutions and develop documentation to meet needs of business teams and programs
• Perform complex program analysis - evaluate, recommend and plan actions to create solutions or functions in automated systems
• Coordinate the gathering and reconciliation of detailed business requirements and systems requirements for system development
• Collaborate with business managers and specialists in policy and operations to ensure automated functionality meets business requirements, implementation parameters, readiness plan components, and time lines
• Ensure documentation, testing, and communication of automation initiatives are completed
• Provide recommendations on viable improvements in automation development strategies and methods
• Project Management of automation components of business initiatives
• Coordinate various organizational and functional unit processes to ensure alignment with process, policy, and automation

Minimum Qualifications

Good knowledge of project management

Typically gained by completion of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years' experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion.

Good knowledge of organizational/business analysis and evaluation

Typically gained by completion of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work.

Good knowledge of process improvement methodology

Typically gained by completion of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years' experience performing requirements discovery, process analysis, and preparation of reports and written documents. OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year experience performing requirements discovery, process analysis, and preparation of reports and written documents.

Some knowledge of supervision

I have completed a class or seminar (of more than 1 day) specifically covering supervisory practices; OR completion of a college course covering supervisory practices; OR lead work experience that involved work assignment, direction, and monitoring of staff (such experience on a fill-in basis is non-qualifying unless for a period equivalent to a minimum of three months or more - they do not have to be consecutive months).

Desirable Qualifications:

Experience in change management

This is typically gained by six months experience in implementing and managing changes in information technology

Experience in quality assurance

Typically this is met by approximately one year of work experience with responsibility for planning and implementing a quality assurance program. This should be a quality assurance program encompassing aspects of identifying program requirements; identifying personnel resources; developing goals and strategies to implement goals, and evaluating the outcome of the quality assurance program and if the desired outcomes were achieved, and suggestions for program improvement.
