Public Utility Rate Analyst - Entry or Senior Bring your analytical excellence to the Public Service Commission of Wisconsin (PSC) today to impact the economic wellbeing of utilities and their customers across the state! The PSC is currently recruiting for a Public Utility Rate Analyst (Entry/Senior) to join our team in the Division of Energy Regulations and Analysis. The PSC is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services. This position offers a hybridized work schedule that offers the option to work remotely with one in‑office day required every month. A greater in‑office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This schedule may change based on operational needs and organizational requirements. The position is headquartered at the Hill Farms State Office Building in Madison, WI, and employees will be generally expected to telework from within the State of Wisconsin. Substantial leave time including at least 3.5 weeks of paid leave time to start, 9 paid holidays, and 130 hours of sick time that rollover each year. Position Summary This position is responsible for performing studies and analyzing complex electric utility and natural gas rate and rule change proposals, especially those with financial, economic, and pricing implications. The analyst provides policy and procedural advice, guidance, and technical knowledge to work teams, the Core Management Team, and Commissioners. Additional responsibilities include preparing testimony, memoranda, final decisions, and other communications in support of the Commission’s consideration of the agency’s regulatory activities. Primary areas of responsibility are: Processing routine and complex municipal and investor‑owned utility electric and natural gas rate applications. Development, planning, and enforcement of new and innovative rate‑making concepts. Assisting with policy issues associated with energy efficiency, demand response, and grid integration of renewable resources and energy storage devices. Responding to oral and written complaints and inquiries, which are highly complex and require formulation of proposed policy and interpretation of Commission‑approved policies, orders, and rules. Decisions influenced by this position affect the economic wellbeing of utilities and their customers, as well as economic development throughout the state. This position will be hired at the entry or senior level, depending on qualifications. The Public Utility Rate Analyst is in schedule‑range (08‑04) with an annual salary of $62,400‑$74,380, plus excellent benefits. The Public Utility Rate Analyst – Senior is in schedule‑range (08‑03) with an annual salary of $72,800‑$91,520, plus excellent benefits. A twelve‑month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. Qualifications Minimally qualified applicants will have experience with all of the following: Manipulating spreadsheets to analyze data, including basic formulas, in Excel or a similar product. Presenting technical information to technical and non‑technical audiences through written or verbal communication. Analyzing programs or policies using qualitative and quantitative methods to identify benefits, costs, constraints, and/or anticipated outcomes. In addition, well‑qualified applicants will have at least one of the following: Experience and/or education in the utility industry, such as regulatory principles, utility rate setting, and/or utility financial analysis. Experience in statistical analysis and forecasting. Experience writing analytical reports and developing well‑supported recommendations. A qualified candidate at the Senior level will have the minimum qualifications listed above, in addition to experience with the following: Developing, planning, and/or administrating regulatory policies and procedures. Analyzing complex data sets, such as analyzing data that has multiple inputs, to produce forecasts, estimates, or predictions. The PSC is an Equal Opportunity Employer.
