Senior Consultant - Grants & Project Management

This Opportunity

WSP is currently initiating a search for a Senior Consultant - Grants & Project Management to join our Planning & Permitting practice within the Earth & Environment business line.

WSP's Planning & Permitting team helps state agencies, municipalities, public authorities, and other public-sector clients identify, secure, and manage funding for critical infrastructure, environmental, resilience, and community development initiatives. Our team works collaboratively with technical specialists across planning and permitting, site investigation and remediation, water, transportation, energy, resilience, and other disciplines to develop funding strategies, prepare competitive grant applications, and support post-award grant administration and compliance.

This position will support clients throughout the full grant lifecycle, from identifying funding opportunities and developing grant applications through award management, reporting, compliance, and project delivery. The successful candidate will work closely with clients and multidisciplinary project teams to advance projects that improve communities, infrastructure systems, environmental outcomes, and economic development.

Your Impact

• Identify, evaluate, and track federal, state, and regional funding opportunities that align with client priorities and capital improvement programs.
• Develop grant funding strategies for infrastructure, environmental, transportation, water, resilience, redevelopment, and community development projects in collaboration with multidisciplinary WSP teams.
• Lead and support preparation of competitive grant applications, narratives, budgets, benefit analyses, schedules, and supporting documentation.
• Advise state and municipal clients on funding eligibility requirements, grant program priorities, and application competitiveness.
• Support clients with post-award grant management activities, including project setup, compliance monitoring, reporting, invoicing, reimbursement requests, and grant closeout.
• Serve as Project Manager for grant strategy, grant development, and grant administration contracts, managing scope, schedule, budget, and client communications.
• Coordinate with Planning & Permitting, Site Investigation & Remediation, Water, Transportation, Energy, Resilience, and other WSP technical teams to integrate funding strategies into project planning and delivery.
• Support business development activities, including client outreach, proposal development, presentations, and pursuit strategies related to grant consulting services.
• Build and maintain strong relationships with funding agencies, public-sector clients, and internal technical teams.
• Stay current on emerging federal and state funding programs, legislation, agency priorities, and infrastructure investment initiatives.
• Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

• 6-10 years of professional experience supporting grant strategy, grant writing, grant administration, project management, public-sector consulting, or related fields.
• Bachelor's Degree in Planning, Public Administration, Public Policy, Environmental Studies, Business, Finance, Economics, Engineering, Communications, Transportation Planning, Community Development, or a related discipline.
• Experience identifying and pursuing federal and state funding opportunities for public-sector clients.
• Demonstrated experience preparing successful grant applications and funding strategies.
• Experience managing projects, including scope, schedule, staffing, budget, and client communications.
• Strong writing, analytical, organizational, and communication skills.
• Ability to manage multiple concurrent deadlines and rapidly respond to funding opportunities and client needs.
• Demonstrated passion for helping clients secure, manage, and maximize federal and state funding opportunities.
• Familiarity with federal and state grant programs and funding agencies, including one or more of the following: EPA, FHWA, FTA, FRA, FEMA, HUD, USDA, EDA, DOE, DOI, NOAA, and state infrastructure and environmental agencies.
• Experience supporting grant compliance, reporting, reimbursement, and post-award management activities.
• Proven ability to work collaboratively across multidisciplinary teams and technical disciplines.
• Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
• Proven track record of upholding workplace safety and ability to abide by WSP's health, safety, drug/alcohol, and harassment policies.
  
  

Preferred Qualifications

• Master's Degree in Public Administration, Urban and Regional Planning, Environmental Policy, Public Policy, Transportation Planning, Business Administration, or a related field.
• Experience supporting state and local government clients.
• Familiarity with funding programs associated with transportation, water infrastructure, brownfields and site remediation, environmental restoration, resilience, hazard mitigation, broadband, energy, and community development projects.
• Experience administering federal grants and navigating Uniform Guidance (2 CFR 200) requirements.
• Familiarity with competitive grant programs throughout New England and the Northeast.
• Active participation in professional organizations focused on infrastructure, planning, grants management, economic development, transportation, environmental services, or public administration.
• Experience presenting at conferences, workshops, webinars, or industry events.

Compensation:

Expected Salary (all locations): $89,600 - $106,800

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
