Job TitleThe purpose of this classification is to assist the CIP/ Engineering Division with management of the division's project management function, including direct oversight of the capital improvement project delivery process, and to provide working-supervisor level project management services involving the budgeting, bidding, and construction-phase implementation of capital improvement projects, including infrastructure, utilities, and facility/building projects.Essential FunctionsThe following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. Other duties may be required and assigned.Leads the development and implementation of assigned projects according to defined goals and objectives, rather than assisting with implementation led by others.Directly supervises Project Managers; provides in-depth technical guidance and day-to-day leadership; reviews work product; consults on complex or problem situations; provides performance feedback and appraisals.Oversees other personnel as assigned in the areas of capital improvement, infrastructure, and contracted maintenance projects; assigns work and sets project priorities across the program.Determines the most cost-effective and efficient methods for accomplishing maintenance, repair, and capital projects across the department's program.Develops project and program budgets and oversees accounting functions for construction projects; oversees preparation of cost estimates for capital projects; analyzes statistics and budgetary data; manages budget expenditures and encumbrances.Works with the Procurement Division to coordinate bid advertisements and pre-bid conferences for construction contracts, evaluates bids, and makes recommendations for contract award.Supervises negotiation of services with construction contractors and non-design consultants (e.g., testing, inspection, specialty services); coordinates with the City Architect on architectural/engineering service agreements. Provides final review and approval of change orders for additional or unforeseen construction, maintenance, and repair needs.Administers consultant and construction contracts directly, including drafting technical specifications, monitoring contract provisions, and conducting site inspections.Performs constructability reviews of project and program designs and drawings prior to bidding from a field implementation, cost, and schedule feasibility perspective; coordinates with the City Architect and design consultants on design quality matters.Oversees preparation of project plans and specifications for procurement and construction readiness; provides technical guidance to Project Manager staff on contractual and administrative aspects of plans and specifications (architectural design intent and quality are led by the City Architect).Reviews project and program designs and drawings prior to bidding to resolve issues concerning property and field conditions, budget, and schedule; coordinates with the City Architect on architectural design matters.Consults with the CIP Division Director and other City officials to review division activities, resolve problems, receive direction, and provide recommendations; coordinates projects and work activities with other divisions, departments, contractors, outside agencies, and utility providers; performs the duties of the CIP Division Director in their absence.Assists the Division Director in developing and implementing the division's budget and establishing division policies and procedures.Coordinates construction activities involving City engineering or utilities projects; ensures compliance with City, County, State, and federal regulatory requirements.Interprets, explains, and ensures program-wide compliance with applicable codes, ordinances, regulations, standards, and approved construction plans; researches codes, standards, and technical resources as needed; initiates corrective action for deviations or violations.Ensures compliance of assigned projects with applicable regulatory and engineering standards, such as Department of Transportation, Florida Building Code, excavation permitting, environmental impact/sensitivity, or stormwater management guidelines.Compiles and monitors administrative and statistical data pertaining to program operations; performs research; analyzes data and identifies trends; prepares and presents reports on the status of the department's project management program.Coordinates and participates on interdepartmental project teams to ensure successful program completion and consideration of cross-departmental project aspects.Provides information, assistance, and technical expertise concerning construction projects to contractors, developers, and property owners; serves as a point of contact on assigned projects; resolves escalated concerns or complaints.Meets with citizen groups, community organizations, and interested entities concerning City projects as needed; represents the department at public meetings and, as needed, before the City Commission.Provides input into training, professional development, and performance feedback for assigned Project Manager staff, as their direct supervisor.Ensures adherence to established safety standards; follows safety procedures, utilizes safety equipment, and monitors the work environment to ensure the safety of employees and other individuals; leads safety inspections on assigned projects.Operates a computer to enter, retrieve, and review program data; utilizes word processing, spreadsheet, database, project management, and/or computer-aided design (CAD) software.Communicates with supervisor, departmental director, employees, other departments, government agencies, engineers, architects, developers, contractors, property owners, the public, outside agencies, and the media to coordinate work activities and resolve problems.Attends meetings and serves on committees as needed.Maintains a comprehensive, current knowledge of applicable laws and regulations; maintains an awareness of new trends and advances in the profession; maintains professional affiliations and continuing education as appropriate.Minimum QualificationsBachelor's degree in Civil Engineering, Architecture, Construction Management, Environmental Engineering, or a closely related field; and nine(9) years of previous experience that includes infrastructure systems, construction management, transportation, project management, and budget administration; three (3) of the requisite years of experience must include direct supervisory and/or leadership experience; and Must possess (or be able to obtain within fourteen (14) days of hire) and maintain a valid Florida driver's license. Preferred Qualifications Possession of Project Management Professional (PMP) certification, a valid Contractor's License, Florida Professional Engineer (P.E.) license, or Registered Architect (R.A.) license strongly preferred.Supplemental InformationCommunication Competencies Requires the ability to coordinate, manage, and correlate program-level data, exercising judgment in determining timing, sequencing, and operational strategy. Requires the ability to apply principles of persuasion and influence over others in coordinating the activities of a program or designated area of responsibility. Ability to prepare accurate and thorough written records, reports, and budget documentation, including performance appraisals. Ability to communicate clearly with department leadership, elected officials, and the public on program status and issues. Ability to provide clear technical direction to assigned staff and to review their work product for accuracy and completeness. Accurately and expeditiously responds to inquiries for information from various individuals.Knowledge, Skills, and Abilities Ability to exercise judgment, decisiveness, and creativity in situations involving the direction, control, and planning of an entire program. Ability to apply principles of motivation, incentive, and leadership, and to exercise independent judgment in developing approaches to resolve problems. Knowledge of the regulations and laws pertaining to construction and engineering specialty areas, and the ability to interpret and explain them program-wide. Ability to read and interpret construction plans and specifications and to recognize deviations from such plans during the construction process. Ability to establish and maintain effective working relationships with City officials, contractors, engineers, property owners, and the public. Ability to perform budgetary and statistical calculations, including basic algebraic and geometric principles as needed for program analysis. Knowledge of principles of personnel management, including staff supervision, training, and performance management. Ability to understand and manage high-profile, sensitive, or politically significant capital projects. Strong negotiation skills. Ability to exercise sound and independent judgment within general policy guidelines. Ability to evaluate, audit, deduce, and/or assess data, including bid evaluations and cost estimates. Knowledge of Workday, Central Square, and other computer systems and/or used in program administration.Physical and Sensory Requirements / Environmental Factors Physical Ability While performing plan examination functions, tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (10 pounds). Tasks may involve extended periods of time at a keyboard or work station. While performing inspections, tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (50 pounds). Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors Plan Review essential functions are regularly performed without exposure to adverse environmental conditions.
