Industrial Waste Inspector I, II Location: Wastewater Management Department, Industrial Waste Section, Inspection and Monitoring. Various Locations and Assignments: A.K. Warren Water Resource Facility (Carson), Los Coyotes (Cerritos), San Jose Creek (Whittier). Essential Functions To inspect and investigate waste processes used by commercial/industrial facilities to determine compliance with industrial wastewater discharge rules and regulations. Job Summary Under the general supervision of a Supervising Industrial Waste Inspector, the incumbent inspects industrial firms to determine the nature of business, wastewater generating processes, the magnitude, type and strength of wastes, adequacy of pretreatment equipment, discusses problems, seeks corrections, issues citations, responds to emergencies, investigates plant upsets, determines sources, conducts sampling and tests, recommends solutions, assists with permit application, prepares documentation for court hearings, and prepares reports, letters, and memoranda. Qualifications Minimum Qualifications: Valid California Class C driver license. For Industrial Waste Inspector I: two years experience performing duties of laboratory technician or sub‑professional engineering class or equivalent plus 12 semester units in biology, chemistry or closely related field. For Industrial Waste Inspector II: at least one year experience as an Inspector I or two years experience conducting industrial wastewater inspection to detect offensive industrial waste and recommending solutions, plus 12 semester units in biology, chemistry or closely related field or two years of additional qualifying experience. Desirable Qualifications: Bachelor’s degree in biology, chemistry, environmental science, water technology or related field; Environmental Compliance Inspection certification. Knowledge and Ability Knowledge of properties and effects of chemicals discharged by industrial plants; general principles of treatment plant operations; industrial processes and waste generation; standard methods for testing pollutants; sampling techniques; chain‑of‑custody procedures; solvent management; waste minimization; effects on sewerage systems and groundwater. Ability to: utilize inspection techniques, maintain work relationships, prepare reports, identify safety hazards, prepare legal evidence, use computer software, read mechanical drawings, coordinate with regulatory agencies.
