IMSolutions is seeking an experienced Senior Management Analyst to support the U.S. Department of Housing and Urban Development’s executive-level management, operational improvement, portfolio oversight, and organizational transformation initiatives.
This role is remote.
This position is designed for an analytical and solutions-oriented professional who can evaluate complex organizational challenges, translate data and stakeholder input into practical recommendations, and help senior leaders improve how programs, portfolios, policies, processes, and resources are managed.
The Senior Management Analyst may support multiple HUD executive initiatives involving portfolio status and risk reporting, operational assessments, performance analytics, regulatory analysis, workforce planning, governance and compliance reviews, procurement analysis, and executive decision support. HUD’s objective is to enhance operational capability, improve efficiency, and maintain alignment with the Department’s mission and long-term management priorities.
The ideal candidate is comfortable working in an evolving federal environment where assignments may involve incomplete information, competing priorities, compressed review cycles, and collaboration with senior executives and cross-functional stakeholders. The successful candidate will be expected to independently structure analyses, identify the underlying cause of operational problems, formulate defensible recommendations, and produce clear work products that executives can use to make informed decisions.
Position Summary
The Senior Management Analyst will conduct organizational studies, process and workflow evaluations, requirements analyses, feasibility assessments, performance reviews, and management consulting activities in support of HUD executive leadership. The PWS requires contractors to furnish the facilities, equipment, and supplies necessary to perform the work unless otherwise identified at the task-order level. Deliverables must be thoroughly researched, analytically complete, responsive to HUD comments, grammatically correct, and compliant with applicable Section 508 requirements.
These functions include:
- Conduct organizational studies, management reviews, feasibility analyses, and operational assessments involving HUD programs, offices, portfolios, or enterprise initiatives.
- Analyze business processes, workflows, roles, decision points, handoffs, controls, dependencies, and performance bottlenecks.
- Document current-state processes and develop practical future-state recommendations that reduce duplication, delays, administrative burden, and operational risk.
- Collect qualitative and quantitative information through document reviews, data analysis, interviews, facilitated discussions, surveys, and stakeholder working sessions.
- Evaluate portfolio status, schedules, milestones, resource utilization, risks, issues, dependencies, and performance trends.
- Develop monthly status reports, portfolio management plans, project plans, issue papers, risk registers, problem notification reports, and management decision documents.
- Define meaningful performance measures, key performance indicators, targets, reporting cycles, data definitions, and validation procedures.
- Analyze portfolio and operational data to identify trends, exceptions, root causes, emerging risks, and areas requiring executive attention.
- Prepare dashboards, scorecards, charts, briefing slides, summaries, and analytical reports that convert complex information into clear executive insights.
- Research statutes, regulations, federal guidance, HUD policies, industry practices, GAO or OIG findings, and comparable organizational models.
- Assess the operational, workforce, financial, compliance, and stakeholder impacts of proposed regulatory or policy changes.
- Draft evidence-based recommendations, policy analyses, management options, alternatives analyses, and implementation considerations.
- Perform workforce assessments to identify critical positions, capability gaps, succession risks, staffing requirements, and development priorities.
- Review governance structures, internal controls, compliance processes, risk-management activities, and audit documentation.
- Support compliance reviews and audits by organizing evidence, analyzing findings, tracking corrective actions, and monitoring resolution status.
- Conduct procurement-related market research, requirements analysis, process reviews, sourcing assessments, and acquisition documentation support when assigned.
- Facilitate meetings, interviews, process-mapping sessions, working groups, and executive discussions.
- Capture decisions, risks, action items, responsible parties, and due dates and maintain accurate follow-up records.
- Coordinate with program managers, analysts, policy personnel, acquisition professionals, human capital specialists, data teams, and executive stakeholders.
- Validate the completeness, accuracy, traceability, and consistency of analytical data and supporting documentation.
- Incorporate Government review comments and produce revised or final deliverables within required turnaround periods.
- Maintain confidentiality and properly safeguard Government records, sensitive information, and controlled information.
- Identify risks or performance deficiencies early and recommend corrective actions that address both immediate issues and underlying causes.
- Support knowledge transfer by developing repeatable analytical tools, templates, SOPs, job aids, and documentation.
Minimum Qualifications:
- Bachelor’s degree from an accredited college or university in business administration, public administration, management, operations research, organizational development, economics, finance, data analytics, public policy, industrial engineering, or a closely related discipline.
- Strong professional writing, editing, facilitation, interviewing, and presentation skills.
- Ability to explain technical or analytically complex findings to nontechnical executives and stakeholders.
- Ability to independently plan work, meet deadlines, respond to comments, and produce accurate deliverables.
Required Skills:
- Minimum of eight years of progressively responsible professional experience in management analysis, business analysis, organizational assessment, operational improvement, program analysis, portfolio management, performance management, or management consulting.
- Experience conducting organizational studies, workflow evaluations, requirements analyses, feasibility studies, operating-procedure development, or comparable management consulting work.
Technical Skills:
- Advanced proficiency with Microsoft Excel, Word, PowerPoint, Teams, and SharePoint.
Desired Qualifications:
- Master’s degree in business administration, public administration, public policy, organizational development, operations research, data analytics, or a related field.
- Ten or more years of relevant management consulting or federal program-support experience.
- Prior experience supporting HUD or another cabinet-level federal department.
- Experience supporting organizational transformation, agency reorganization, succession planning, or government-efficiency initiatives.
- Experience with portfolio analytics, executive dashboards, strategic planning, workforce analysis, regulatory analysis, compliance reviews, or procurement support.
- Knowledge of federal management and oversight requirements, including applicable OMB guidance, GAO internal-control principles, audit-readiness practices, and federal records requirements.
- Experience developing performance measures, KPI dictionaries, scorecards, reporting frameworks, or benefits-realization measures. Experience supporting audits, compliance assessments, corrective-action plans, or internal-control reviews. | Experience using Power BI, SQL, Microsoft Access, Visio, Smartsheet, ServiceNow, or Microsoft Power Platform.
- Experience producing Section 508-compliant reports, spreadsheets, and presentations.
- Familiarity with federal acquisition processes and documents such as market research, acquisition plans, PWSs, SOWs, evaluation criteria, and contract-performance reports.
