This is a limited duration position (Sept 1- Nov 30, 2026) located on the EOU main campus in La Grande, OR. This position is located in the Division of Finance & Administration and reports directly to the Director of Campus Safety & Security. The Campus Security/Public Safety Officer provides a safe and secure environment for the campus community; maintains a security presence on campus and routinely patrols the University campus and buildings; responds to calls for assistance; assists local emergency response personnel as needed; enforces parking regulations; enforces University policies; reports unsafe conditions; investigates complaints, incidents, and accidents according to established procedures; provides an environment in which students, faculty, staff, and visitors can openly learn, teach, study, work, and live. At Campus Safety & Security, our mission is to provide and improve facilities and related services for our customers; the students, faculty, staff, and visitors to the University. We provide these services in support of the University’s teaching and regional service mission. The Campus Safety & Security Department includes the Environmental Health & Safety Department and the Security & Parking Enforcement Department. The areas affected by these programs are the campus community, the City of La Grande, and the State of Oregon. Key Competencies: Ability to work with and build rapport with anyone. Experience with conflict resolution and de-escalation. Emergency management experience or a strong desire to learn emergency management. Responsibilities Patrol Duties: Receives specific patrol or location assignment at the beginning of each shift, along with special duty assignments and information about potential problems; patrols assigned area on foot or in a vehicle; observes persons and conditions and provides assistance when necessary (e.g., information, directions, access to buildings, late night escort, etc.); assists drivers with jump starts or access to vehicles when keys are locked inside; maintains contact with supervisor or central office by use of two-way communication device; responds to emergency calls regarding accident or injury; secures scene, renders first aid or CPR if necessary; calls 911 for assistance as needed; directs traffic and provides peace officers with assistance and information as needed; may transport ill or injured persons to medical facilities; observes and reports potentially hazardous physical conditions; may remedy condition when appropriate (e.g., fallen limbs, debris, damage to streets or sidewalks, etc.); cites persons or vehicles for violations; responds to situations representing a threat to persons or property (e.g., break-ins, fights, drug activity, etc.); may intervene to prevent injury, and call for police assistance as necessary; secures scene and may interview or obtain statements from witnesses, victim, or suspects, as appropriate to assist local law enforcement officials. Recordkeeping and Reporting: Maintains a daily log of all on-duty activities, noting date, time, location, and circumstances of all incidents; writes complete standardized reports of all accidents, injuries, crimes, or other reportable matters including date, time, location, nature of the incident, names of witnesses, victims, suspects, and summaries of all related information; verbally (in-person or by phone) reports any and all unusual conditions or occurrences to supervisor; provides information or testimony to law enforcement agencies or courts as required; observes and maintains confidentiality regarding all persons and incidents, as required to protect the rights of individuals and the integrity of investigations in accordance with law, rule, policy, and procedure; may prepare special security or public safety related studies or reports at the request of supervisors; provides information or testimony to campus traffic or parking tribunals. Miscellaneous: Lock and unlock buildings, classrooms, labs, and gates according to established schedules, and at other times as requested or authorized. Conducts accident investigations as assigned by the supervisor. Delivers training to the campus community on safety related topics and performs other duties or projects as assigned. Minimum Qualifications Requires an individual who can work with limited supervision, has sound judgment, and be able to take charge during an emergency situation. Must have exceptional conflict resolution and de-escalation skills and have the ability to work with difficult people and diverse personalities to solve problems. Requires the ability to develop creative solutions to problems while still working within the law and in compliance with regulations and university policy. Requires above average written and verbal communication skills. Requires the ability to spend much of the time walking or standing. Ability to, at times, perform some manual tasks such as lifting and/or carrying up to 50 pounds, kneeling, and bending. Requires full mobility and strength of limbs. Work within an environment with potential to involve physical confrontation with another person. Requires the ability to work outdoors in any weather condition including rain, snow, heat, and cold. Employment in this class requires the willingness to work rotating shifts and will include nights, weekends, and holidays as needed; work outdoors at times, sometimes for extended periods; walk, run, climb stairs and ladders; attend training classes on and off campus; a willingness to often work alone, in empty buildings, or in isolated areas of campus. This position is a flexible shift position Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Preferred Qualifications Knowledge of the unique environment found on a university campus Emergency management and threat assessment experience, degree, or certificate. CPR / First Aid / AED certification preferred.
