Hiring specialists support managers in screening, selection, onboarding of new employees, and coordination of new employee orientation activities. They also coordinate and process due diligence checks, such as background checks and pre-employment testing. Under the general direction of the Workforce Operations Manager, the Hiring Specialist performs journey-level human resource management work facilitating the hiring process for a State Hospital or SSLC. Provides hiring support to State Hospital and SSLC managers in posting, screening, selection and filling of vacant positions. Develops and maintains effective working relationships with staff, HHS HR, and the HHS Employee Service Center. Works under general supervision with moderate latitude for initiative and independent judgment. Essential Job Functions Attends work regularly and may be required to work a specific shift schedule or rotating schedule, extended shift and/or overtime in accordance with agency leave policy. Posts job requisitions using standard posting language for both benchmarked and non-benchmarked positions; coordinates postings with Service Center staffing specialists. Assists applicants with the application process in-person or via telephone and email. Provides on-site support at local hiring events. Liais es with facility recruitment and retention specialists on candidate outreach efforts. Screens applications for initial screening criteria and licensure, registration and/or certification requirements; interviews applicants or coordinates interviews; conducts reference checks as requested. Prepares and extends conditional and final offers; processes pre-employment due diligence checks and tests (name-based CHRI, on-site FBI fingerprint checks, CANRS and EMR/NAR checks); processes for contractors and volunteers as requested; notifies employees of random drug tests (SSLCs only). Processes and submits selection packets, summaries, and offers in CAPPS Hiring Center; collaborates with Service Center staff on resolving questions. Oversees completion of new hire onboarding including I-9 review, data entry in CAPPS and E-Verify, and onboarding orientation activities; records shift differential and MSP percentages. Compiles data for reports and produces correspondence and documents. Performs other duties as assigned, including disaster response/COOP activation, which may require alternate shifts or locations. Knowledge, Skills and Abilities Knowledge of human resources principles related to recruitment, hiring, orientation and employment. Knowledge of federal, state and local hiring laws and regulations. Knowledge of CAPPS and PeopleSoft systems preferred. Knowledge of agency business processes preferred. Skill in providing excellent customer service. Skill in assisting applicants with online application and hiring process. Skill in prioritizing, scheduling, organizing and handling multiple tasks. Skill in clear verbal and written communication. Skill in using Microsoft Office programs (Word, Excel, Outlook, PowerPoint). Ability to maintain confidentiality, model ethical behavior, and promote integrity. Ability to value and promote diversity. Ability to explain policies and procedures to employees and applicants. Ability to understand business processes. Ability to pay attention to details. Qualifications and Screening N/A – Registrations, Licensure Requirements or Certifications Initial Screening Criteria: 1. Prefer experience at HHSC, a state hospital or SSLC. 2. At least 3 years’ experience in HR or operational support (preferred). 3. Experience liaising between organizational units. 4. Experience using a PC for data entry. 5. Attention to detail as demonstrated by state application completeness. Additional Information Applicants must pass fingerprint background check, pre-employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, EMR/LEIE). Males 18–25 must be registered with Selective Service. Flexibility in work hours; may require overtime, weekends and holidays. All applicants must be at least 18 years old.
