Summary

This position is located in the District of Delaware, Wilmington, DE.

The selectee of this position serves as a Program Support Specialist. You will be responsible for providing advice and assistance to management on human resources, financial, budget management, procurement, property management, records management, conducting management and program analysis studies, etc..

Duties

Help

As a Program Support Specialist at the GS-0301-9 level, some of your typical work assignments may include:

  • Works closely with the Administrative Officer (AO) on implementing processes for providing administrative services for the district's main and/or sub-office(s).
  • Analyzes the district's financial obligations and expenditures to ensure compliance with USMS policies and procedures.
  • Provides advice and assistance to management on HR matters and/or issues.
  • Provides oversight of the property management program.
  • Assures contractors are performing projects that have quality and timeliness measures in place.

The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independent, and limited complexity.

Must pass a pre-employment security investigation and drug screening.

May be required to successfully complete a trial/probationary period.

Males born after 12-31-59 must be registered for Selective Service.

Must be a U.S. Citizen or National.

You must meet all qualification requirements by the closing date of this announcement.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Must be able to obtain and maintain a background investigation.

Qualifications

GS-09 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0301-09 level, if you fulfill the following qualifications:

A. Specialized Experience: One year (12-months) of full-time specialized work experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to 1) Providing office administrative services in order to investigate and resolve a variety of problems and/or conditions;

2) Working with a team on preparing a budget to ensure that funds are obligated; and 3) Compiling, reviewing and preparing report data for completeness and accuracy.

OR

B. Education: Possess master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Administration, Finance, etc. (MUST SUBMIT TRANSCRIPTS).

C. Combination of education and experience : A combination of education and experience as listed above, that when combined equals 100% of the total requirement. (MUST SUBMIT TRANSCRIPTS).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
