Environmental, Health & Safety Manager at Veolia North America Azusa, CA

Headquartered in Boston, Mass., VNA has more than 10,000 employees across 350+ locations. Targeted Annual Pay Range Minimum of $90,000 to a maximum of $125,000. Position Purpose Responsible for providing and administering environmental, health, and safety programs and related policies and procedures affecting the company’s existing and/or proposed EH&S issues. Acts as a liaison with EH&S and H&S personnel regarding policy interpretation, technical support, and guidance on industrial hygiene, reactive and explosive materials, OSHA, substance abuse testing, accident prevention, etc. throughout the California branch. Provides and assists in the training of emergency response techniques, safety management, risk assessment, and other functions to maintain appropriate safety standards. Primary Duties/Responsibilities Manages branch‑level implementation of all environmental policies and programs. Manages branch‑level implementation of all health, safety, and transportation policies, programs, and systems (e.g., hazard communication, emergency response, lock/tagout, confined space, medical program, driver qualifications, vehicle condition reports, random drug testing, industrial hygiene, PPE, PSM). Assists in accident review to determine root causes and corrective actions, tracking accident trends. Maintains liaison with regulatory agencies and prepares formal responses to draft permits, NODs, NOVs, and other agency requests. Reviews and summarizes pending regulations before effective dates; prepares and initiates implementation plans for new regulations. Establishes and ensures a system for maintaining required facility EH&S documentation, permits, and plans. Manages the resolution of EH&S compliance issues and communicates non‑compliance to managers and the Region/Corporate EMD. Ensures conduct of branch EH&S self‑audits and other assessments required by company policy or regulations. Reviews equipment processes and modifications for safety and regulatory compliance. Plans and conducts regular EH&S meetings for the division. Implements and administers programs related to OSHA, medical surveillance, and substance abuse testing to avoid liabilities and maintain workforce viability. Coordinates worker’s compensation, accident, and injury management programs to determine adverse trends and develop productivity standards. Implements industrial hygiene, safety, regulatory, and transportation programs, modifying existing plans as needed. Acts as chairperson on improvement teams for all EH&S programs, recommending national or local modifications as appropriate. Provides guidance to all management levels on regulatory requirements and requisite changes. Provides training in environmental remediation, reactive chemical operations, emergency response, and related topics. Conducts research and investigation to support new or modified environmental, transportation, health, and safety policies per management or regulatory demands. Approximately 10% travel required. Qualifications Education / Experience / Background Bachelor’s Degree in Engineering, Chemistry, Environmental Science, or a related technical discipline. 5 to 8 years of experience in environmental regulation or compliance, with specific exposure to hazardous waste treatment, storage, and disposal. Minimum of 3 years in a problem‑solving capacity. Knowledge / Skills / Abilities Strong to expert knowledge of the Resource Recovery and Conservation Act (RCRA) and other federal and state environmental regulations (TSCA, CWA, CAA). Extensive knowledge in health, safety, environment, transportation methodologies. Strong communication skills, both oral and written, with employees, peers, management, and external contacts. Computer proficiency. Strong team player. Time management and ability to manage multiple deadlines. Strong customer orientation. Strong supervisory and leadership skills. Ability to create and prepare reports as necessary. Required Certification / Licenses / Training Valid driver’s license. 40‑hour HAZWOPER certification. 30‑hour OSHA general industry standard training.
