Job Summary

We are seeking an experienced Construction Project Manager to lead moderately complex construction and engineering projects associated with natural gas distribution, transmission, and utility infrastructure.

The Project Manager will be responsible for the complete project lifecycle, including planning, engineering coordination, procurement, construction, project controls, stakeholder management, safety, regulatory compliance, and project closeout.

This role requires strong construction project management experience, knowledge of utility or underground infrastructure projects, and the ability to lead cross-functional teams, contractors, consultants, union and non-union resources, and other project stakeholders.

Key Responsibilities

• Manage moderately complex construction and capital infrastructure projects from initiation through completion and closeout.

• Develop and manage project scope, schedule, budget, resources, quality, risks, procurement, and communications.

• Provide on-site project oversight, review construction progress, and provide direction to ensure project objectives are achieved.

• Coordinate engineering, procurement, construction, restoration, and commissioning activities.

• Work closely with engineering teams to coordinate design packages, specifications, drawings, and construction documents.

• Coordinate procurement activities for engineering services, materials, equipment, and construction/installation contracts.

• Manage contractors, consultants, union and non-union personnel, and other project resources.

• Monitor project performance against approved cost, schedule, scope, quality, and safety objectives.

• Prepare and communicate project status reports, including schedule, cost, risks, issues, milestones, and overall performance.

• Collaborate with internal departments, engineering teams, contractors, regulatory agencies, and other stakeholders.

• Ensure projects comply with applicable local, state, and federal regulations, company standards, construction requirements, and safety policies.

• Identify, evaluate, and mitigate project risks and develop appropriate contingency plans.

• Review construction activities and ensure work is performed according to approved plans, specifications, contracts, and safety requirements.

• Manage construction contracts, commercial terms, change orders, procurement activities, and contractor performance.

• Maintain appropriate project documentation, financial controls, and project records.

• Develop and implement procedures and controls to effectively manage project activities.

• Provide leadership, coaching, and mentoring to Project Managers and project support staff as required.

• Influence and coordinate cross-functional teams effectively without direct reporting authority.

• Support project restoration, turnover, commissioning, and final closeout activities.

Required Qualifications

• Bachelor's degree in Engineering, Construction Management, Business, or a related field.

• Strong experience managing construction, infrastructure, utility, or capital projects.

• Demonstrated experience managing projects involving multiple stakeholders, contractors, consultants, and engineering teams.

• Experience with project planning, scheduling, budgeting, cost control, procurement, risk management, and reporting.

• Strong understanding of construction contracts, commercial terms, procurement practices, and change management.

• Knowledge of construction safety practices and regulatory requirements.

• Strong understanding of engineering and construction processes.

• Excellent communication, leadership, organizational, and problem-solving skills.

• Ability to manage multiple priorities while meeting project schedule, budget, quality, and safety objectives.

• Ability to effectively influence and lead teams without direct positional authority.

Preferred Qualifications

• Experience in natural gas, energy, electric utilities, underground infrastructure, pipeline, or similar utility construction.

• Experience with gas distribution or transmission projects.

• Experience managing utility construction or capital improvement programs.

• Knowledge of underground utility construction, restoration, and field operations.

• Experience working with union and non-union labor environments.

• Experience working with regulatory agencies and utility industry standards.

• Project Management Professional (PMP) certification is a plus.
