SECURITY SPECIALIST

Summary This position is part of the Defense Human Resources Activity. The incumbent is responsible for accomplishing a wide variety of business and security management functions, including developing, planning, and programming financial expenses for security operations. Serving as the requirements owner for specific security projects, the specialist develops technical requirements and provides definitive security guidance for all Statements of Work (SOW) and DD-254s across DHRA acquisitions. Responsibilities As a SECURITY SPECIALIST at the GS-0080-13 some of your typical work assignments may include: 1. Serves as a Security Specialist and demonstrates current knowledge of all Collateral and Sensitive Compartment Information (SCI) regulatory and program requirements. 2. Implements and administers the Industrial Security Program in accordance with DNI, DoD, and NISPOM. Prepares and reviews solicitation and contract documents to ensure they include the appropriate security clauses and language mandated by DNI, DoW, and NISP. 3. Administers the Information Security program for the organization. Implement DOW policies and develop local DHRA procedures for assigned facilities and geographical locations. 4. Represents DHRA as a technical expert with DoW and various federal organizations. Establishes, develops, and maintains effective working relationships with organizations and stakeholders. 5. Formulates and administers the command's mandatory Security Education, Training, and Awareness (SETA) programs. Instructs and debriefs personnel on security requirements, foreign travel reporting, and self-reporting criteria. 6. Develops and maintains written command security procedures. Formulates and tests Emergency Destruction Plans and emergency drills. Coordinates closely with the command's specialized security roles, such as the Information System Security Manager (ISSM) and Special Security Officers (SSO). 7. Serves as the primary direct representative for safeguarding all classified information held at the command. Restrict information access strictly to personnel with verified eligibility and a documented "need-to-know". Controls and logs visits to and from the command involving classified access. Ensures secure storage, transit, reproduction, and destruction of classified holdings. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying the regulatory guidance outlined in ICD 705, DoDM 5105.21, DoDM 5200.01 in the daily execution of a Command or Agency level Information Security program. Conducting facility and program compliance inspections in accordance with Physical Security and Information Security guidance/policy. Performing functions involved in the development, evaluation, implementation, or execution of information security programs and security education/training Protecting sensitive operations, activities, services, and classified information from exposure to threats and vulnerabilities Serving as a technical authority and primary advisor to senior leadership on organizational security posture, emerging threat landscapes, and strategic risk mitigation strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
