Senior MEP Project Lead: Design to Commissioning

Developer’s Mechanical, Electrical, Plumbing, Fire Protection, Fire Alarm, Telecom, Security, AV (MEP) Project Manager’s Job Description: 1.Site Selection / Pre-Design: Perform existing conditions review of potential sites via walk-throughs, meeting with operations staff, and Design Engineers familiar with potential sites. Review of existing design documents, available site surveys, as-builts, operation manuals, etc. Perform existing reviews of site utilities within site as well as those utilities that are available in and around the site. Work with the Development Team and Expeditor to develop a strategy to close/clear any MEP open variances, permits, and violations. Develop a list of detailed surveys, visual inspections, destructive testing, etc. to be carried out prior to or after closing. Meet with third-party Vendors that provide MEP maintenance contract work to gain an understanding of the condition of existing equipment/systems. Work with the Development Team in the development of the project schedule. Prepare a list of potential MEP, IT/Sec/AV, Commissioning, and Specialty Consultants capable of completing the project. Prepare RFPs for the issuance to MEP, IT/Sec/ AV, Commissioning, and other Specialt y 2.Design Phase: Organize and chair kick-off meetings with Design Consultants to lay out MEP design and construction timelines, set Owner’s expectations for deliverables and the completeness of deliverables by design phase, and initiate discussions regarding various systems options to explore during Concept Design. Work with the Development Team to select all systems to be implemented for the project and memorialize all selections as part of the project’s Basis of Design. Work with the Development Team, Pre-Con CM, and Design Team to develop Owner’s budget based the Basis of Design. Organize and chair design review and coordination meetings with Design Consultants through each phase of design; Concept, Schematic, Design Development, and Construction Documents. Lead the Design Consultants in the resolution of design coordination issues. Review and comment on each phase of design from a system-by-system review. Review and comment on each phase of design from a status of the design’s completeness. Work with the Development Team to particle-out Retail / other White Box design and delivery conditions. Make sure Design Consultants are designing to the intent of the Basis of Design. Work with Development Team and CM to conduct surveys and tests necessary for agency approvals.Develop load letters with design team for submittal to utilities for approval – early in design. Review and comment on all cost studies and major design phase budget issuances. Work with the Development Team, Design Team, Pre-Con CM to implement value engineering and / or cost reduction strategies to align progress budget issuances with the Owner’s budget. Work with the Development Team in evaluating the need for / implementing any and all design peer reviews. Work with the Development Team to provide Owner comments, feedback, and approvals for each phase of design prior to the next phase of design progresses. Work with the Project’s Commissioning Agent to complete a detailed review of systems design for functionality and serviceability.Work with Design Team for the implementation of Commissioning Agent’s design recommendations into the design. Work with the Project’s Commissioning Agent for the development of the Project’s Commissioning Plan. Work with the Development Team, LEED Consultant, and Energy Consultant in the formulation of LEED and energy efficiency goals to be achieved by the Project. Work with the Development Team to organize and chair meetings between the Development Team, Design Consultants, Pre-Con CM and necessary Government Agencies (DOB, DEP, FDNY, CONED), Utilities, etc. Work with Development Team, Building Operations, and outside Vendors in the decommissioning of existing Building Systems not going to be retained. Review and comment on CM’s construction schedule issuances. 3.Bid / Award Phase: Work with CM to qualify MEP and Specialty trades capable of successfully completing project. Work with the CM to identify durations of work, crew sizes, and phasing of the work for bidders to account for when bidding the project. Work with the Development Team and CM in the development of a fully detailed project schedule with appropriate milestones, critical paths, predecessors, and successors and phasing of critical components in conversion projects. Work with CM to develop detailed and project specific scopes of work per trade, this includes calling out scopes of work that may not be fully detailed in the construction documents and / or need to consider logistics at the time of bid and award. Take the Lead on obtaining responses to all MEP and Specialty Trades bid RFI’s. Review and comment on all bid Addendums scheduled to be issued and work with Design Team to make corrections prior to issuance. Chair and carry-out bid openings for each trade. Work with the CM to review and comment on each bid received. Attend trade scope review sessions to make sure bidders understand the full scope of the project, site logistics, phasing of the work, and critical milestones trades will need to be achieve. Take an active role in the development of trade by trade leveling sheets. Obtain and review organization charts for trade award finalists and rank by organizational strength. Attend final leveling and award sessions. Track trade awards versus Owner’s budget Work with Development Team and CM in the preparation and execution of Project’s GMP. 4.Construction Administration: Work with Development Team, CM, and Design Team to obtain agency approvals for site service connections; gas, electric, water, waste, storm, telecom, etc. Upon Trade award work with the Development Team, CM, and Trades on trade payment schedule of values development, review, and approval. Work with the CM to develop and track long lead material and equipment required on site by date certain.Tracking document to be reviewed, updated, and issued weekly Work with the Development Team, CM, and Design Team prioritizing the order RFI and Submittal reviews are to be made on a weekly basis. Review trade-related shop drawings submitted by the CM to the Design Team and work with the Design Team to ensure reviews are complete and made in compliance with the agreed-upon durations. Where required organize and chair in-person shop drawing reviews with CM, Design Team, and Trades to expedite review and approvals required to meet the project schedule. Review trade-related RFIs submitted by the CM to the Design Team and work with the Work with the Development Team on lease term sheet(s) for Retail / White Box spaces. Work with CM and Trades on the development of trade-specific schedules that track items on the project’s critical path.Once schedules are developed provide weekly/monthly tracking of trades progress. Work with CM, Trade Contractors, and Design Team to carry out the trade coordination process.Attend trade coordination meetings weekly to track the progress of coordination and step in to resolve difficult coordination issues that require Owner input to resolve. Attend CM and Trade weekly progress meetings to understand the status of the Trade’s progress of work, unresolved coordination issues, open RFIs, open shop drawings, change order claims, etc. Perform trade walk-throughs weekly, more than once a week when required, to evaluate the progress of each trade versus the approved schedule.Document and report each trades progress through the creation of project-specific tracking documents/markup of contract documents, identify any scopes of work falling behind schedule, and organize and chair meetings with CM and trades to get work back on schedule. Review and comment on monthly trade pencil requisitions. Provide review and comment on CM’s monthly report issuances to the Development Team. Arrange and take part in Design Consultant field visits to review the progress of work. Chair meetings and walk-throughs with the CM and Trades to review Design Consultant’s field reports and installation deficiencies. Work with the Development Team, CM, and Project Expeditor on the development of TCO checklist. Work with the Development Team, CM, Project Expeditor, Trades, third-party Special Inspectors, and Government Agencies for set-up and carry out of all site inspections necessary to obtain TCO Arrange and take part in on-site Commissioning Kick-Off meetings and periodic Commissioning progress meetings. Take part in the development of system-by-system commissioning start-up, testing, and commissioning scripts. Take part in the completion of commissioning process and resolution of commissioning deficiencies. Work with the CM and Trades to complete punch lists in a timely manner. Arrange follow-up Commissioning Agent and Design Team field visits to review completed punch list items. 5.Project Close-out / Turn-over to Building Operations: Work with the Development Team and CM to financially close out trade contracts. Work with Development Team, CM, and Building Operations Team to set up and carry out Systems Training. Work with the Development Team, CM, and Building Operations Team in obtaining and reviewing As-Built documents, operation and maintenance manuals, and warranties. Work with the Development Team and Building Operations Team to contract systems service and maintenance agreements for normal routine maintenance activities and warranty Work with Design Team, Development Team, and Building Operations Team in obtaining rebates, tax incentives, and certifications.
