The Candidate Assessment Division is responsible for overseeing the character investigation, physical agility testing, medical screening, and psychological testing of candidates seeking uniformed and civilian employment with the New York City Police Department. Under general supervision, with latitude for independent or unreviewed action or decision, the candidate will perform professional work in the field of psychology. The employee is expected to conduct psychological testing and interviews, and through the selection, administration, interpretation of standard group and individual tests of personality development and intellectual capacity, evaluate individuals' emotional and intellectual functioning. The employee is also expected to prepare psychologist findings, and maintain suitable records and files of test performance results. Minimum Qualifications Completion of two years of graduate work, consisting of at least 60 graduate semester credits in psychology, in an accredited graduate program leading to a doctoral degree in clinical psychology, counseling psychology, school psychology, forensic psychology, clinical health psychology, or neuro‑psychology, plus two years of satisfactory full‑time experience gained after admission to the accredited graduate program in one of these areas under the supervision of a licensed psychologist or psychiatrist. A doctorate in clinical psychology, counseling psychology, school psychology, forensic psychology, clinical health psychology, or neuro‑psychology from an accredited college or university. Completion of a re‑specialization in clinical psychology from an accredited graduate program plus one year of satisfactory full‑time experience as described in item 1. Additional Qualification Requirements All candidates must have completed the equivalent of three semester credits from an accredited graduate school that is accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in each of the following: personality testing, individual intelligence testing, psychopathology or abnormal psychology, and psychological and/or behavioral intervention. All candidates must also have 240 hours of experience under the supervision of a licensed psychologist in each of the following areas: personality testing, individual intelligence testing, and psychological and/or behavioral intervention. Experience may be under the supervision of a licensed psychiatrist for intervention. Completion of an American Psychological Association (APA) approved doctoral program and internship provides evidence of meeting these requirements. Externships are not considered acceptable for meeting minimum experience requirements; experience gained prior to admission into the required graduate program is also not accepted. License Requirements for Assignment Level I Completion of two years of graduate work, consisting of at least 60 graduate semester credits in psychology, in an accredited graduate program leading to a doctoral degree in clinical psychology, counseling psychology, school psychology, forensic psychology, clinical health psychology, or neuro‑psychology, plus two years of satisfactory full‑time experience gained after admission to the accredited graduate program in one of these areas under the supervision of a licensed psychologist or psychiatrist. A doctorate in clinical psychology, counseling psychology, school psychology, forensic psychology, clinical health psychology, or neuro‑psychology from an accredited college or university. For appointment to the Department of Mental Health, Mental Retardation and Alcoholism Services and programs transferred to the Health and Hospitals Corporation, a valid license as a psychologist issued by the New York State Department of Education is required and must be maintained for the duration of employment. License Requirements for Assignment Level II A doctoral degree in clinical psychology, counseling psychology, school psychology, forensic psychology, clinical health psychology, or neuro‑psychology, awarded upon completion of a doctoral program in psychology registered by the New York State Department of Education and designated as licensure qualifying, or determined by the Department to be the substantial equivalent to a New York State registered program. One additional year of satisfactory full‑time experience, either as a psychologist for the City of New York or in a supervisory capacity in clinical psychology, counseling psychology, school psychology, forensic psychology, clinical health psychology, or neuro‑psychology in an approved agency or institution. Employees who complete their doctoral degree requirements on or after October 1, 1992, must have at least one year of qualifying experience gained after the completion of all doctoral degree requirements. For appointment to the Departments of Mental Health, Mental Retardation and Alcoholism Services, Police and Fire, and programs transferred to the Health and Hospitals Corporation, a valid license as a psychologist issued by the New York State Department of Education is required. In agencies not noted above, a valid license must be obtained within one year of the date of assignment, with the possibility of a six‑month extension at the discretion of the appointing agency. License Requirements for Assignment Level III The doctoral degree in psychology as described under the Special Note for Assignment Level II. A valid license as a psychologist issued by the New York State Department of Education. Four years of satisfactory full‑time experience in clinical psychology, counseling psychology, school psychology, forensic psychology, clinical health psychology, or neuro‑psychology, of which at least one year must have been under the direct supervision of a qualified psychologist or psychiatrist, and at least three years must have been in a supervisory capacity as a licensed psychologist. A valid license as a psychologist issued by the New York State Department of Education is required and must be maintained for the duration of the assignment. 55(a) Program This position is also open to qualified persons with a disability who are eligible for the 55‑a Program.
