Wastewater Treatment Plant Operator

Administrative and supervisory work in directing the operation and maintenance of the Wastewater Treatment Plant and pumping stations and industrial pretreatment program (IPP); technical work in the planning, operation, repair, maintenance, and replacement of municipal wastewater collection and treatment systems; all other related work as required. Works to anticipate, meet and exceed customer service expectations in a positive and professional manner.

Supervision Works under the general direction of the Chief Plant Operator. Performs highly responsible duties of requiring the exercise of independent judgment in the administration, operation, and maintenance of the treatment plant and pumping stations. In the absence of the Chief Plant Operator, has direct supervisory responsibility for full-time and part-time employees.

Job Environment Administrative work is performed under typical office conditions; most work is generally performed under shop and pump station conditions, with exposure to outdoor weather conditions, loud noises, hazardous chemicals and toxic conditions, fumes or airborne particles, infectious disease, and electrical hazards; many functions are performed within an office setting. On call (24 hr/day) on a rotating basis at the WWTF; on-call for emergencies/breakdowns/alarms/etc. and may be contacted at any time; may be required to work outside of business hours. Operates an automobile, light truck, light equipment, hand and power tools, lab equipment such as pH meter, dissolved oxygen meter, flow meter, automatic sampler, electrical test equipment, lab equipment; operates computer and standard office equipment. Makes occasional contacts with other municipal departments, city, state, and federal officials, engineering/consulting firms, vendors, and commercial users. Has some contact with the general public. Contacts are in person, by telephone, cell phone, electronic mail, radio dispatch and in writing and require discussing complex and technical subject matters. Has access to division-oriented information, such as personnel records, and bid proposals. Errors in either technical application of procedures, or in the interpretation of related data, could result in lower standards of service, inadequate wastewater collection, damage to equipment, and could adversely affect the wastewater collection service, resulting in financial and legal repercussions for the city. Errors in judgment could lead to danger to public health and safety.

Essential Functions

The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. In the absence of the Chief Operator, oversees and supervises the WWTF and pump station staff; oversees the completion of any assigned projects. Coordinates the activities of the WWTF work groups. Ensures that wastewater facilities and pumping stations operate in accordance with procedures established by city, state and federal regulations; checks facilities and equipment for proper operation; troubleshoots breakdowns; assigns duties to operators, maintenance personnel and other employees, as required. Assists with the preparation of the WWTF and pump stations annual operating budget, annual CIP budget and develops CIP plans. Assists with the development, Implementation and enforcement of Standard Operating Procedures. Administers requisitions and purchases parts as needed; makes chemical, physical and mechanical analysis and bacteria counts; works with government agencies in meeting the wastewater permitting regulations. Follows up on progress of work; inspects; makes periodic reports to the Chief Operator regarding work to be done, status of work in progress, projects completed, and costs involved. Implements new programs and procedures; coordinates employee training sessions; updates existing procedures as needed. Coordinates all activities of the wastewater facility, pump stations and personnel to ensure compliance with environmental permits; ensures that all work is performed in a safe and cost-efficient manner. Establishes and maintains effective working relationships with employees and the public. Performs similar or related work, as required, or as situation dictates. Attendance is an essential function of this position.

Lead Operations/Lab/IPP Operator

Responsible for plant laboratory and Implementing QA/QC plan. Maintains operational records on a daily basis and prepares monthly summary reports for submittal to the EPA and New Hampshire DES. Responsible for conducting Industrial Pretreatment Program Inspections and prepares reports. Confers with Chief Operator In regard to any and all actions taken. As required by the New Hampshire DES - In the absence of the Chief Operator this Lead Position will be reported as the Operator in Responsible Charge.

Lead Maintenance Operator

Establishes and directs a comprehensive preventative maintenance program for all wastewater treatment facility and pump station systems and equipment. Responsible for the preparation, maintenance and filing of various records, including reports on labor and stock used on projects. Maintains maintenance records on a daily basis and prepares monthly summary reports for submittal to the Chief Operator, EPA and New Hampshire DES. In the absence of the Chief Operator and the Lead Operations/Lab/IPP Operator this Lead Position will be assigned the duties of Operator in Responsible Charge.

Recommended Minimum Qualifications

Education and Experience High School diploma or equivalent. At least five (5) years of full-time experience in positions of increasing responsibility in the operation and maintenance of wastewater treatment facilities and pumping stations.

Possession of a valid driver's license Lead Operations/Lab/IPP Operator Possession of: NH Grade III, Wastewater Treatment Plant Operator License New England Collection System License (Grade II) New Hampshire Grade II Wastewater Laboratory Analyst License Lead Maintenance Operator Possession of: NH Grade III, Wastewater Treatment Plant Operator License New England Collection System License (Grade III) New Hampshire Grade I Wastewater Laboratory Analyst License Knowledge, Ability and Skill Knowledge: Thorough knowledge of state and federal regulations concerning municipal wastewater treatment, pump stations, NPDES Permitting and water quality standards. Basic knowledge of industrial waste treatment methods and sanitary sewer systems. Working knowledge of the materials, methods and techniques of wastewater treatment. General knowledge of electricity, and hydraulics. Comprehension of biology, chemistry, and physics. Knowledge of Industrial Pretreatment Program and EPA Rules and Regulations. Ability: Ability to manage employees and to maintain good public relations. Ability to read and interpret blueprints, drawings, and plans. Ability to enforce regulations firmly, tactfully, and impartially. Ability to communicate effectively orally and in writing. Ability to use a computer and laptop to access SCADA system from a remote site. Ability to use department-related equipment. Ability to run supervisory controls and data acquisition system (SCADA). Ability to resolve the more difficult customer service requests. Ability to interpret specific chemical and biological laboratory analyses. Skill: Excellent planning and organizational skills. Budgetary skills. Excellent customer service skills. Skill in anticipating operational problems, and in taking corrective action to avoid serious malfunctioning of equipment. Physical Requirements Moderate to heavy physical effort required in connection with the operation and maintenance of wastewater treatment facilities, pumping stations and equipment. Light to moderate physical effort generally required for supervisory and administrative duties of the wastewater treatment facility and pumping stations. Frequent lifting in excess of 30 pounds required. Must be able to access all areas of the wastewater plant, pump stations and able to walk, talk, listen, stand and crouch for extended periods of time. The position has normal vision requirements including the ability to adjust focus and close and distant vision.
